Congratulatory address of the President of the Republic of Tajikistan, Leader of the Nation Emomali Rahmon on the occasion of the 25th anniversary of the National Unity Day

Dear compatriots!

In the history of every people and nation, events are recorded that, as the fruit of the mind and wisdom of these people, are of great and tremendous importance for the strength of the state and serve future generations as a torch illuminating the path.

The achievement of peace and stability and the establishment of national unity for the Tajik people are such historical events, and today the 25th anniversary of National Unity Day is widely celebrated in our beloved country.

On this occasion, I sincerely and warmly congratulate all of you, all dear Tajikistan and foreign compatriots.

In the early nineties of the last century, in the aftermath of the intrigues of the traitors of the Tajik people and the enemies of the Tajik state, the people of independent Tajikistan were plunged into the maelstrom of an imposed civil war, as a result of which all spheres of society and the state faced a tragic crisis.

The biggest danger that arose in those difficult times was the threat of the collapse of the Tajik nation and the disappearance of the young Tajik state from the political map of the world.

Such a difficult and dangerous situation forced the faithful, patriotic and vigilant sons and daughters of the nation to take serious steps to prevent this dangerous process and, above all, to convene a session of the Supreme Council - the only competent body of that time.

At the sixteenth historical session of the Supreme Council, from the date of which 30 years have passed, the first fateful documents were adopted for the speedy cessation of war and bloodshed, the restoration of constitutional power and the functioning of paralyzed state structures, the return of refugees to their homeland and other important decisions aimed at saving the nation and state.

In this way, we have taken the first steps towards national understanding and consensus and created a favorable basis for ensuring national unity.

In this regard, I emphasize that it was thanks to the adoption and implementation of the decisions of the XVI Session on the restoration of peace and stability, the establishment of the foundations of a sovereign democratic, legal, secular and social state, the laying of the bases for a free civil society, the rule of law and justice, that the necessary conditions were created for the start of implementation of social and economic development programs.

Then began the process of negotiations between the Tajiks, which lasted more than four years in different countries of the region and the world.

Long peace negotiations ended on June 27, 1997 in Moscow with the signing of a fateful document - the General Agreement on the Establishment of Peace and National Accord in Tajikistan.

In this regard, I would like to reiterate a historical fact that I have repeatedly spoken about.

The reality is that the will, aspirations, tolerance and eternal wisdom of the Tajik civilized and cultured people, creative thinking and the invincible spirit of the people of Tajikistan are the most important factors in achieving peace, political stability and national unity.

I always say these words with pride for the heroic Tajik people.

At the same time, we should never forget one important point, that peace and tranquility are the most precious blessings of our lives and their protection and preservation is considered the sacred duty of every citizen of Tajikistan.

Peace, tranquility and national unity are vital values for us, thanks to which the people of Tajikistan today work together and selflessly for the sake of the prosperity of the Motherland, the progress of the state, the implementation of strategic national goals and the well-being of every family.

Today, our people are well aware that the peaceful life of every family, the realization of the intentions and dreams of every citizen, the prosperity of the Motherland and the progress of the state are possible only if there is lasting peace and stability.

Also, observance of religious rites, which are an important part of the life of our Muslim people, can only be ensured in conditions of security, peace and political stability.

In this process, it should be remembered that the traitors and ill-wishers of our state and people - those who trampled on national and state interests and sold their faith and conscience to their foreign masters, have not yet abandoned their selfish intentions and plans.

Therefore, we must always be ready to defend peace, tranquility, political stability and national unity, and never lose political vigilance so as not to be taken by surprise.

It should be noted that the experience of Tajik peacekeeping and ensuring national unity has become not only a factor in saving the Tajik nation, but is also recognized by the world community and influential international organizations as an instructive historical lesson and a unique experience in resolving conflicts and confrontations.

The importance of peace and tranquility is growing in modern conditions, especially in recent years, when humanity is facing extremely difficult problems.

In addition to the dire consequences of global climate change, including lack of water, drought, food shortages, rising food prices around the world and the spread of infectious diseases, security challenges, such an unprecedented expansion of modern threats such as terrorism, extremism, religious radicalism, arms trafficking and drugs, cybercrime and other transnational organized crime have made human life very chaotic and unbearable.

In such sensitive conditions in the world community, that is, the growing political and economic situation in the world and the complexity of globalization processes, maintaining peace and stability in society, strengthening national unity is one of the sacred tasks of every patriotic person.

All members of society, whether old or young, should realize the vital importance of peace, tranquility, political stability and national unity and, as the apple of their eye, protect these priceless benefits along with the greatest achievement of the recent history of our beloved country - independence and freedom.

The most important task of state bodies, all representatives of the intelligentsia, scientists, writers and media workers, parents, the word of society as a whole is to educate the younger generation in the spirit of self-consciousness and self-knowledge, patriotism, loyalty to their people and state.

You and I must sincerely love our beautiful land, appreciate the Motherland and always express gratitude for the peace and security of the country and for national unity.

Expansion of work on creation and improvement for the sake of the prosperity of our beloved Motherland - Tajikistan, and the development of our independent state is the task of each of us - the masters of our destiny and Fatherland.

With best wishes, once again, I sincerely and warmly congratulate the glorious people of Tajikistan and our foreign compatriots on the occasion of National Unity Day.

May national unity, peace and security, abundance, happiness and prosperity always reign on the ancient Tajik land!

Esteemed Compatriots!

Distinguished Members of Majlisi Milli and Majlisi Namoyandagon of Majlisi Oli!

This year I am addressing the supreme legislative body of our country in the truly historic for the glorious people of Tajikistan year - the 30th anniversary of the state independence and freedom of our beloved Motherland.

Everybody, including our dear compatriots, honorable members of the Parliament and distinguished participants have witnessed the 2020 as one of the most difficult years for the people of the planet, including Tajikistan from many perspectives.

As a result of the spread of the novel coronavirus and the associated rapid decline in economic activity and the unprecedented rise in unemployment, the situation on the planet has become even more complicated, leading to a severe economic, financial and social crisis.

It is hard to find any country or even sector in the world not affected by the crisis. According to the international experts, this is the first ever such a severe crisis of this kind during the last hundred years leading to a serious recession in the world economy.

The pandemic has negatively affected the world economy, including our national economic growth, public budget, foreign trade, exchange rate, and the operation of our industrial enterprises and service providers. In other words, we have worked in a tense global economic and financial situation in 2020, and despite the challenges we faced, we have taken a number of immediate actions to prevent the consequences of the crisis and protect our economic security.

We have revised the public budget for 2020 and introduced relevant changes in the revenue, expenditure and deficit indicators based on the declined budget revenues and need for increased funding in the social sectors, particularly in the healthcare and other contingencies. In particular, we channeled TJS 1.6 billion from the public budget additionally for the procurement of medicines and medical equipment, construction of temporary hospitals and support of healthcare workers.

We have mobilized more than 30 hospitals with 7,000 beds and 5,400 doctors and healthcare providers to facilitate full and timely treatment of people infected with СOVID-19. In addition, we prepared 16,000 beds in 92 medical institutions.

The Executive Decree of the President of June 5, 2020 also offered significant tax and credit relieves, incentives and remedies totaling more than TJS 450 million to support the vulnerable groups and domestic entrepreneurs.

In addition, with a view to reducing the impact of the pandemic, our credit institutions provided credit relieves amounting TJS 2.3 billion to more than 260,000 customers and TJS 4 billion of loans to industrial entrepreneurs in 2020, which is by 2% higher against the 2019 indicator of this kind.

To improve the social conditions of the population, we increased the size of pensions, salaries of the budget-supported organizations and institutions’ staff, and scholarships by 15%, salaries of law enforcement officers and military personnel by 10%, and allowances of persons with disabilities in need of care by 50% on September 1, 2020.

We scaled up the areas under basic and secondary growing of agricultural crops by tens of thousands of hectares to protect our country's food security and increase the domestic production.

Despite the negative impact of these factors, the immediate actions undertaken by the Government of the country made it possible to ensure the stability of macroeconomic indicators and maintain positive trends in improving living standards of the population.

Our economy grew by 4.5 percent in 2020 and the GDP reached TJS 82.5 billion TJS. During this period, the industrial production increased by 9.7%, agriculture by 8.8% and foreign trade by 0.8%, including export by 19.8% and created a foundation for the country's economic development. In particular, food production increased by 28.3% compared to 2019, which facilitated greater supply of the domestic market with the local produce.

We have mobilized more than TJS 5.4 billion of foreign investments, including TJS 1.3 billion of foreign direct investments to various sectors of our national economy. Last year, we constructed and commissioned 300 new industrial enterprises and workshops creating more than 6,500 jobs, 157 secondary schools and supporting facilities for 63,000 students, 108 healthcare facilities and more than 1.2 million m2 of housing. During this period, we created more than 193,000 permanent and seasonal jobs, and the monetary income of the population increased by 10 percent. In 2020, deposits in our banking system increased by 17.2% and amounted to TJS 11.4 billion proving increased public confidence to the credit institutions.

In 2020, thanks to the dedicated work of the glorious people of Tajikistan, generous entrepreneurs and other honorable people across the country, we constructed and commissioned 18,300 industrial, social and cultural facilities on the occasion of the celebration of the 30th anniversary of our independence. The majority of these facilities are designed as educational, healthcare and sport complexes creating tens of thousands of new jobs. I would like to take this opportunity to express my sincere gratitude to every youngster and adult in Tajikistan, including entrepreneurs and generous people for their faithful work for the sake of prosperity and progress of our beloved Motherland.

The history of our national statehood recorded the 2020 with important and memorable events, when we celebrated the 5500th anniversary of ancient Sarazm and the 700th jubilee of Kamoli Khujandi based on the resolution of a reputable international organization - UNESCO.

Also, last year we successfully conducted two politically important events – Parliamentary and Presidential elections in Tajikistan with the proactive participation of our people in peaceful environment, complete political stability and national unity.

The rapid changes in the current world and their negative impact on the world economy and each individual country require us to promote sustainable, inclusive and green development. To this end, the Government needs to intensify its activities on resistance to threats and crises, creation of development-centered opportunities and financial resources, diversification of the economy, expansion of the digitalization process, access to finance and business support, addressing social issues, climate change and the transition to a green economy. In other words, in the context of the rapidly changing and tense situation in the current world, we primarily need to rely on our domestic capacity and opportunities and make greater efforts for economic development, protection of food security and the public health.

In this context, in 2021 it is first of all important to enhance the effective use of the existing opportunities and resources, commission new and operationalize the existing assets, encourage domestic and foreign investment, and thereby, achieve the target indicators, in particular, GDP growth of at least 7 percent, and address the day-to-day issues of the population.

Distinguished Members of Parliament!

Over the past seven years, the public budget revenues increased from TJS 14.6 billion in 2014 to TJS 23.6 billion in 2020. In 2020, the share of social expenditures comprised 50 percent of the total public budget expenditures.

However, we have yet to address the issues of full transition to international financial reporting standards and e-financing system, including e-procurement system since we are lagging behind in this area.

To adjust the affairs in the field of accounting, and to further encourage direct investments, the Ministries of Finance, Industry and Innovative Technologies, the State Committee on Investments and State Property Management, the Tax Committee and other relevant supervisory authorities have to undertake immediate actions to introduce international financial reporting standards, and make sure the entities of public interest and other economic institutions undergo mandatory annual audit.

I have to note that the banking system assets increased from TJS 311 million in 2000 to more than TJS 26 billion in 2020. Last year, credit institutions issued about TJS 10 billion of loans to various sectors of the country's economy, which is 4.6 percent more than in 2019. However, this indicator is still low enough to achieve our development goals.

The low level of lending to the national economy’s areas, weak corporate governance, high operational and credit risks, persistent nonperforming loans, insufficient investment to the banking system, and limited number of foreign bank representative offices are among the shortcomings hindering increased financing of manufacturing enterprises, which needs to be addressed at the earliest possible.

In this regard, the National Bank should bring the legal and regulatory framework in line with the requirements of the latest international practice, and ensure introduction of the corporate governance in financial institutions and gradually increase their statutory capital.

In this process it is important to undertake necessary actions jointly with financial institutions to improve the quality of banking system assets, increase the portfolio of long-term loans to manufacturing enterprises, and vitalize the national rating system for credit institutions and insurance companies.

The National Bank and credit institutions need to implement all necessary actions to attract greater amount of domestic and foreign capital to the banking system, expand banking services through the introduction of financial and innovative technologies and thereby jointly with relevant ministries and agencies undertake actions to fully implement non-cash operations, to avoid human factor while performing settlement transactions with the population.

Improving the investment and business environment and encouraging direct investments to ensure sustainable national economic development is a priority in our economic policy. Therefore, the heads of the State Committee on Investments and State Property Management, other ministries and agencies, governors of province, town and district are mandated to bolster their activities to attract direct investment, further improve the investment climate and business environment, in particular to introduce electronic systems for submission and review of applications, issuance of licenses, permits and certificates for business activities and eliminate subjective factors in this process.

These agencies need to make sure the businesses are registered through electronic and digital systems fully and ensure operation of service centers for entrepreneurs and investors in towns and districts of the country.

Currently development of digital technologies is a key to economic competitiveness. We are not satisfied with the implementation of the programs endorsed in this area and it is important to undertake necessary actions promoting creation of friendly environment for strengthening of digitalization.

 In order to strengthen the institutional framework of the digital economy, the development of information and communication infrastructure throughout the country, the digitalization of the national economy and the expansion of the "e-government" process, the Government and relevant agencies are mandated to undertake necessary actions for establishment of an agency for innovation and digital technology of the President Office of Tajikistan.

In addition to this, in order to create favorable environment for engagement of citizens to the national economy, I propose to apply amnesty this year for legalization of funds and assets. The Government is mandated to draft and endorse relevant regulations for the implementation of this proposal.

Also, in order to eliminate unauthorized inspections or interference in the activities of investors and entrepreneurs, the State Committee on Investments and State Property Management along with relevant ministries and agencies should develop and submit to the Government relevant legal and regulatory documents at earliest possible.

The Ministry of Finance jointly with other ministries and agencies is mandated to finalize the draft revised Tax Code focusing on facilitation of doing business, in particular, manufacturing, and submit it to the Government by March 2021.

The Government has identified the contribution of the private sector in the "2030 National Development Strategy" as a driver for sustainable economic growth, the main tool for achievement of national goals and thereby creation  of decent living conditions for people.

 In the process of privatization of state property and implementation of individual projects on restructuring of natural monopolies and large state-owned enterprises, up to 90 percent of state assets were transferred to the private sector.

Thanks to the ongoing support by the State and the Government, the private sector has been developing steadily, and currently its share comprises 70% of our GDP, 68% of employment and 80% of the public budget tax revenues.

Currently, 70 public investment projects on development of various socio-economic sectors of the country with the total amount of about TJS 40 billion are under implementation. In 2020 alone, we signed 29 public investment agreements worth 10 billion TJS aimed at improving medical services, construction of education facilities, social protection, rural development, construction and rehabilitation of roads and energy facilities.

Since 2013, the Government has signed 17 direct investment agreements with domestic and foreign companies, which made it possible to establish 15 new manufacturing enterprises for a total amount of more than 10 billion TJS and employ more than 7,000 with permanent jobs.

In this regard, it is important to scale up activities on construction of metallurgical enterprises, ore processing, full cycle of mining and processing of non-ferrous and precious metals, development of machine-building, textile, food and pharmaceutical industries.

Ladies and Gentlemen!

After we attained independence, we completely revised our public policy in the field of industry by focusing on strengthened production and export of end products through the introduction of new technologies, increased use of local raw materials, their full processing and wider use of labor resources. As a result, over the past five years alone, we have produced more than 44 billion TJS worth of import-substituting products, which has significantly reduced the dependence of our domestic market on imported products.

In order to gradually increase the production of competitive industrial products, we have declared the intensive industrialization of the country as our fourth national goal.

In addition, the ministries of industry and new technologies, health and social protection and the State Committee on Investments and State Property Management are mandated to undertake specific and immediate actions to ensure the development of the pharmaceutical industry and training of highly qualified specialists with the skills for the application of the latest pharmaceutical technologies.

Tajikistan has rich mineral and non-mineral resources, such as ferrous, non-ferrous, precious and rare metals, rare and precious stones, coal and other resources, estimated amounting hundreds of billions of Somoni. To date more than 600 mines and 800 deposits containing more than 60 types of mineral and non-mineral raw materials have been discovered and studied in Tajikistan. Currently, only 27% of them are being mined and processed, which is not enough to achieve our fourth strategic goal. Therefore, it is important to strengthen the capacity of the Main Geology Department in the field of geological studies, transition to international standards for minerals management, as well as control of hazardous geological processes and groundwater studies and monitoring.

With a view to developing the mining and other processing industries, the Main Department of Geology jointly with relevant ministries and agencies are mandated to develop and submit to the Government a draft State Program for Geological Development for 2021-2030 based on the analysis of resources and the level of geological studies.

In 1991, only 358 industrial enterprises were registered in the country. In 2020 alone, we established and put into operation 300 new industrial enterprises and workshops creating more than 6,500 jobs. As a result, last year the number of industrial enterprises reached 2.274, and we expect this number to exceed 3.500, or increase by more than 54 percent in the next seven years.

In this regard, the leadership of the Ministry of Industry and New Technologies, together with other ministries and agencies, governors of province, town and district are mandated to gradually address the challenges in order to continuously implement the activities on accelerated industrialization of the country.

The ministries of economic development and trade, industry and new technologies and education and science need to undertake necessary steps to establish an effective system of training and professional development of specialists at home and abroad, as well as industrial and scientific complexes, including innovation and technology parks. To this end, the number of students and specialists sent to educational institutions abroad for training and professional development every year should be doubled.

During our independence, we implemented 34 public investment projects with the total amount of 57.2 billion TJS to address the issues in the energy sector and ensure its development. At present, 17 other public investment projects worth 16.4 billion TJS are ongoing in this sector.

In this period, more than 2,000 MW of new capacity was put into operation, and the electricity generation increased from 17bn kW/h in 1991 to 21bn kW/h in 2019.

The Government of Tajikistan intends to expand the construction and reconstruction of a number of small and large vital facilities to ensure energy security in the near future and to fully meet the power needs of the population and the national economy.

Currently, activities on the reconstruction of Norak, Sarband and Qairoqqum hydropower plants at a total cost of 11.3 billion TJS, as well as the construction of 500-kv transmission lines and substations within the CASA-1000 project are underway and we started the construction of Sebzor HPP in Roshtqal’a District of Gorno-Badakhshan Autonomous Province.

This year, Sarband HPP will be completely reconstructed and put into operation. The project’s cost is over 1.5 billion TJS and the HPP’s capacity will reach 270 megawatts, which is 110 megawatts more than its current capacity.

Additionally, we will start the construction of a 500-kilovolt transmission line from the Roghun HPP to the Sangtuda converter substation increasing our electricity export capacity, and commence modernization activities to reduce power losses and introduce a modern metering system in Dushanbe, Bokhtar, Kulob, Panjakent, Istaravshan, Isfara, Konibodom, Buston and Danghara Districts at the amount of 2.4 billion TJS.

However, there are still a number of important issues to be addressed in the field of sustainable energy supply, including the efficient and rational use of energy. Therefore, the Ministry of Energy and Water Resources and industrial companies need to work with other relevant ministries and agencies to address the sector's issues, in particular on the counting of generation and consumption, reduce losses, use of energy-efficient devices.

Distinguished Members of Parliament!

In recent years, the road and transport sector has been developing steadily, and as a result, we have achieved one of our strategic goals, i.e. connectivity of our country with other economies of the region.

To this end, over the years of independence, we have implemented 53 public investment projects amounting 20.3 billion TJS  in the transport sector, and built put into operation more than 2,200 km of international roads. The activities implemented in this area made it possible for Tajikistan to improve its position by 20 points in the global road quality ranking of the annual international survey within the Global Competitiveness Report over the past two years and the World Economic Forum ranked Tajikistan as the 50th in its study among 141 countries. In this process, we plan to build and put into operation more than 1,500 km of international roads in the years to come.

Currently, 15 public investment projects with the total amount of 8 billion TJS are under implementation in the transport sector and we expect to complete 4 of these initiatives. Dushanbe-Qizilqala section of the Dushanbe-Bokhtar highway at a cost of 1.6 billion TJS, Kulob-Shamsiddin Shohin and Shkev-Qalaikhumb sections of Kulob-Qalaikhumb highway at a cost of 780 million TJS and Kulob-Muminobod highway at a cost of 350 million TJS will be commissioned within these projects.

This year, we will start the implementation of 10 other public investment projects with the total amount of 8 billion TJS  to construct and renovate transport and communications infrastructure and construct transit corridors.

These projects will construct the roads of Obi Garm-Nurobod, sections of Qalaaikhumb – Vanj in Dushanbe-Kulma highway, Qizilqala-Bokhtar of Dushanbe-Bokhtar, and motorways of Hulbuk-Temurmalik-Kangurt, Bokhtar-Dangara and Khujand-Konibodom, bridges on the Panj river in Kokul area of Farkhor District, and on Ghund river in Khorugh Town, and reconstruct anti-avalanche corridors in Barsem area of ​​Shughnon District. This year, we will finalize the design of Danghara-Guliston and Guliston-Kulob motorways and start their construction in 2022.

In this regard, the ministries of transport, finance and State Committee on Investments and State Property Management have to take necessary actions to ensure high quality and timely implementation of the projects and the use of modern technologies. The Ministry of Transport jointly with other relevant ministries and agencies need to strengthen the transport infrastructure, create transit corridors, ensure access to sea ports and establish border terminals and logistic centers.

Ladies and Gentlemen!

According to the analyses the agricultural production average growth made 7.3 percent annually between 1997-2020 and increased by five times in this period.

The incentives offered to the livestock, poultry and fishery sector gave a serious impetus to the development of these sectors. As a result, in 2020 the number of poultry farms reached 181 and increased by 2.7 times against 2017. In 2020, the production of poultry meat amounted to 31,000 tons and eggs reached almost one billion pieces, which increased by 4.5 and 5.5 times respectively compared to 2017. The last year, the number of fish farms increased by 35%, and fish production increased by 2.3 times compared to 2017.

The meat import to Tajikistan decreased from 10700 tons in 2014 to 180 tons in 2020, or by 60 times. The poultry meat imports in 2020 decreased by more than 3 times compared to 2017. In 2020 the production of grain increased by more than 4.6 times, potatoes 7.7 times, vegetables and melons by 4 times, and fruits by 3 times respectively compared to 1991.

During the independence, 22 public investment projects with the total amount of 5.4 billion TJS were implemented on development of agriculture, including construction and reconstruction of irrigation infrastructure, development of new lands, improvement of land reclamation, the agriculture sector equipment with the necessary machinery, high quality seeds and access of the sector’s players to finance. Currently, 7 other projects amounting 2.4 billion TJS are under implementation.  

As part of the implementation of programs on development of individual sectors, the area of orchards and vineyards in the country has reached more than 200,000 hectares and increased by 2.2 times compared to 1991.

Thus, more than 112,000 hectares of new orchards and vineyards have been created in the country during the independence, which has been significantly contributing to the country's food security, public employment, and growth of export and supply of the food and garment industries with raw materials.

To this end, it is very important to further increase agricultural production and ensure the efficient use of water and arable land, innovative technologies and advanced agricultural machinery and create intensive orchards.

In this regard, the leaders of province, town and district, heads of farm, individual farmers and families need to make sure to effectively use the land resources, primarily household and presidential lands, store and use high quality seed and thereby obtain up to three harvest, especially in 2021. Today we see the results of the conscientious work of farmers and the measures taken by the Government in the abundance of our own products.

Given the current complex situation in the world, we need to make sure to be prepared for any potential challenge and avoid any scarcity and shortage of food products that our population might encounter. To strengthen the public support to farmers and facilitate the abundance of the consumer market, I propose to exempt all farmers in the country from the single land tax for one year, i.e in 2021. The Government should take steps to find additional sources to reimburse this tax.

At the same time, the ministries of agriculture, finance, economic development and trade, the state committees for investment and state property management, as well as land management and geodesy need to undertake strict actions to encourage domestic and foreign investment to develop the sector, establish logistics centers and ensure processing, packaging and export of agricultural products in line with the market requirements and international quality standards.

Nowadays, tourism is a driver for economic growth and fast growing sector in the world. Having recognized the importance of this sector in the national economy, we have identified the development of tourism as one of our priorities and declared the 2019-2021 as the Period of Rural Development, Tourism and Folk Crafts.

The analysis shows that in 2018, for the first time since independence, the number of tourists reached almost 1.2 million, which is 2.6 times more than in 2017. In 2019, tourists comprised 1,26 million of the total number of foreign visitors to Tajikistan. Some 145 newly established travel agencies were licensed during 2018-2020, and a total of 224 companies entered the tourism market in this period.

Thanks to these initiatives and the incentives provided by the Government in this area, the private sector has expanded, the number of hotels and other service infrastructure has increased, and these measures promoted the rural development, especially those located on tourist routes. This process needs to be further scaled up.

In this period, Tajikistan has been included in the top ten most attractive countries for tourists, top ten countries for hiking, top five for simplified visa system, the Pamir Highway was among the top ten amazing beautiful roads in the world and Dushanbe  was among the top 10 safe sites.

However, disregard of these achievements and given the final year of the Period of Rural Development, Tourism and Folk Crafts initiative,  the Committee for Tourism Development and other relevant authorities, including heads of province, town and district are mandated to undertake immediate actions to  increase the share of tourism in our country’s development, address social issues, bring services in line with international standards, explore new ways to create tourism infrastructure, and attract more domestic and foreign tourists, and focus on development of domestic tourism.

Distinguished Members of Parliament!

Addressing social issues has always been at the heart of the policy of the Tajik State and the Government, as the spheres of science, education and health are the core for socio-economic progress. Last year, 157 primary, general secondary, and secondary vocational schools as well as additional classrooms for 63,000 seats were built and put into operation in the country. Overall, 3020 educational facilities with more than 1.3 million seats have been built and put into operation since 1991.

We need to create all the necessary conditions to improve the quality of education at all levels, and undertake necessary actions to make sure the parents, community members and teachers feel higher sense of responsibility.

The new brand institutions such as presidential schools, lyceums and gymnasiums lead in this dimension and every year more than 97% of graduates of these schools get admitted by higher education institutions in the country and abroad. The Ministry of Education and Science needs to widely replicate the initiative and the experience of these schools across the country to improve the education quality.

With a view to further improving the quality of education, based on proposal I made during my Address to the Parliament last year, we declared 2020-2040 as the period of natural, hard and math sciences followed by the endorsement of the Government Action Plan for 2020-2025 on implementation of this initiative.

The ministries of finance, education and science, the National Academy of Sciences as well as other ministries and committees with educational institutions in their structure are mandated to cooperate with the heads of province, town and district to prevent negligence in implementing this decision and to equip math and science classrooms, and report to the Government accordingly.

In addition, with a view to further encouraging youth and teenagers,  scientists, researchers and teachers to study natural, hard and math sciences I propose to annually hold national competition subtitled "Science - Lantern to Enlightenment”. Previous competitions, such as "Tajikistan - My Beloved Homeland" and "Book is the Lantern to Wisdom" have proved a very important point that unique talents are growing among our teenagers and young people deserving our full support and encouragement.

I hope that in the next competition, the young talents will test their knowledge and skills, and play a valuable role in the development of natural, hard and math sciences in the future. Therefore, it is important to arrange this competition at high level and increase the amount of prizes.

In addition, the Government, the Ministry of Education and Science, the National Testing Center, all government agencies and heads of province, town and district are mandated to ensure admission of the competition winners by universities of their choice without admission examination and to provide financial incentives to morally and materially encourage their teachers and parents to further promote education of their children.

Our objective from these initiatives is to raise the level of literacy of people, primarily teenagers and youth, strengthen their sense of patriotism, national identity, respect and study of the Tajik language, ancient history and culture and develop scientific and technical knowledge and science in the country.

At the same time, one of the main issues in the field of education is the lack of pre-school education institutions in most towns and districts. Last year 14 preschool institutions for 2520 children were constructed only, which does not meet the current demand.

In this regard, the heads of the ministries of education and science, economic development and trade, finance, the State Committee on Investment and State Property Canagement, governors of province, town and district are mandated to undertake necessary actions for construction of kindergartens and child development centers  through encouragement of entrepreneurs and mobilization of funding from other sources and take this issue very seriously and with a high sense of responsibility.

As I have mentioned on many occasions, prior to attaining independence Tajikistan had 13 higher education institutions with 69000 students only. Currently there are 41 such institutions with 245,000 students and about 40,000 Tajik students study abroad.

I would like to highlight that the leaders of the Ministry of Education and Science, and higher education institutions need to pay greater attention to the quality in the admission of prospective students and training of professionals. The Ministry of Education and Science is also tasked to organize  compulsory courses of foreign languages ​​and information technology at all levels of education starting from preschools to gymnasiums, lyceums and other institutions, and to strictly control the quality of training in this area.

Study of young Tajik people in higher education and research institutions in other countries is one of the important initiatives introduced by the Government for development of science and education. Currently, more than 40000 bachelor, masters and PhD students from Tajikistan pursue their education in other countries.

We need to increase the number of young talents studying abroad through Durakhshandagon International Scholarship of the President of Tajikistan, international education programs and other facilities. With a view to motivating students and young researchers, we significantly increased the amount and lots of of the Presidential Scholarships last year. Concurrently, at the end of the last year we established a special State Award for scientists and teachers of math, hard and natural sciences and every year 15 outstanding talents are selected as the winners of this Award.

With a view to ensuring state support and strengthening the social status of Bachelor, Master and PhD students I propose to increase their scholarships by 30% on September 1, 2021.

According to the data we have, every year up to 500 teachers, scholars and researchers from the institutes of the National Academy of Sciences, line academies and other higher education institutions of the country are engaged in programs on exchange of experience, retraining and masters and PhD studies. However we cannot be satisfied with this numbers.

The National Academy of Sciences, other line academies and higher education institutions of the country need to pay greater attention to this issue further. In this regard, with a view to increasing the number of young talents studying math, hard and natural sciences abroad, the Ministry of Education and Science, the National Academy of Sciences and the Ministry of Economic Development and Trade are mandated to draft and submit to the Government  the Program on Training of Young Scientists (2021-2030) within the next three months.

During our independence, we have been constantly strengthening the physical infrastructure, laboratory and staff capacity of scientific institutions of the National Academy of Sciences. For example, while in 1991 the National Academy of Sciences  had 148 graduate students only, then in 2020 this number reached up to 1.200, or increased by almost 8 times. The number of members of the National Academy of Sciences has doubled as well. The scientists need to take further actions towards the areas identified by the Government and proactively contribute to the development of the country.

Dear Friends!

Whereby the healthcare is one of the most important social spheres, during independence the Government of Tajikistan has annually been increasing this sector’s funding, which accounts to TJS 2.1 billion currently.

In this period, we have constructed more than 1,300 new healthcare facilities, and trained about 25,000 healthcare professionals with higher education and 147,000 paramedical staff.

Currently our healthcare sector employs about 110,000 staff, including 75,000 doctors and paramedical specialists, with 68% of them being women.

I would like to take this opportunity to once again offer my sincere gratitude to all healthcare workers, especially to doctors and nurses, who saved the lives of thousands of our compatriots during the outbreak of COVID-19 by remaining faithful to the oath they have made and serving the Tajik people honestly.

I also would like to thank all the people of the country, who demonstrated patience and did not panic during such a difficult period, on the contrary, they have united, adhered to the principle of mutual respect, supported doctors and their families and made hard efforts alongside the Government. At the same time, my appreciation goes to patriotic entrepreneurs and other generous individuals, who have supported the healthcare facilities, doctors and needy families with medical equipment, medicines and foodstuffs.

We thank the God for not having any case of COVID-19 infection in our country since the early January, thus currently Tajikistan is free of COVID-19 cases. However this does not mean we can neglect the precaution measures related to the health of ourselves and others, in contrary we need to be cautious and seriously follow the personal and public safety requirements and protect each other like before.

In 2020, the public budget spent almost 1 billion TJS to purchase the needed devices, medicines and personal protection equipment for the healthcare facilities. Another priority of the healthcare sector is its upgrade to the latest requirements. To this end in 2020, we constructed 108 new healthcare facilities and implemented capital repair activities in 283 facilities.

Based on analysis the cases of infection with agents of various diseases have turned into one of the serious issues in the healthcare sector lately. In this regard, the Ministry of Health and Social Protection needs to study the possibility of establishing a National Microbiology and Viral Studies Center and submit its proposals to the Government on the ways of addressing this issue.

In 2020, a number of effective measures have been taken to strengthen the social support of pensioners, persons with disabilities, orphans and poor families, and more than 700,000 people from vulnerable groups have received additional social assistance amounting more than 250 million TJS in total. The Government pays constant attention to the protection of health and care of orphans, persons with disabilities, the elderly and the people with no custodians through timely actions on improvement of their social state.

With a view to continuing the Government's activities on the public support to vulnerable groups, I propose to increase by 20% the allowance of persons with congenital disabilities on September 1, 2021 based on the Laws of the Republic of Tajikistan "On pensions of citizens" and "On insurance and state pensions”.

I also propose to increase the pension of children with disabilities under the age of 18 by 20% and the pension of the persons with disability of first category by 50% appointed based on the Law of the Republic of Tajikistan "On Insurance and State Pensions". This initiative will improve the social conditions of about 100,000 people from these vulnerable groups.

In this context, the Government is to take actions on the construction of three Presidential Boarding Schools for full orphans in Dushanbe City, and in Khatlon and Soughd provinces. It is indispensable to create the best conditions for education and life in these institutions, like they are in place in international presidential schools.

The Committee for Architecture and Construction jointly with the Directorate for Construction of Government Buildings need to draw the design of these facilities by early October and submit it to the President for approval. In this regard, the Government, the Ministry of Education and Science, governors of province, town and district and heads of educational institutions are mandated to undertake all necessary measures to make sure that every full orphan is covered with occupational training, employment and run and independent life.

Our public policy attaches a particular attention to the regulation of labor relations, development of the labor market and public employment. However, based on the analysis, the level of professionalism of laborers does not still meet the requirements of the labor market, and this issue needs in major reforms. It is important for the reform process to focus on the need for training of professionals in hundreds of other occupations in Tajikistan.

Currently, 62 primary technical and vocational education facilities train professionals on 97 specialties and five adult training centers with 41 branches and 21 representative offices train specialists on 93 occupations in the country. Based on our guidance, this year 47 centers of national and modern crafts will be launched within technical lyceums and colleges to teach 50 occupations and crafts.

However, we are aware that most of these institutions have outdated teaching aids and do not train students on the use of modern equipment and technologies. In addition, the primary vocational education institutions and adult education centers are lack of specialty tailored textbooks. It is therefore crucial to undertake specific actions for implementation of serious reforms, update of the education system and enhancement of the physical infrastructure of the primary and secondary vocational training institutions. At the same time, the ministries of labor, migration and employment, and education and science are mandated to take necessary actions to review the curricula and training plans for folk crafts and occupational skills, and supply these institutions with textbooks.

In this regard, it is important to undertake specific actions on major reforms, modernization of the education system and strengthening the physical infrastructure of primary and secondary vocational education institutions. In this regard, I would like to urge on  assign to each primary vocational education institution a person in charge out of members of the Government, Parliament and heads of central and local authorities in order to address their issues within the next two years.

Tajikistan’s social policy pays an utmost attention to enhancement of the role of women and girls. In the elections of 2020 8 and 15 women were elected as Members of the Upper and Lower Chambers comprising 25.8 and 23.8 percent of its total membership respectively, which increased by 4% compared to the previous elections.

The number of women in the local assemblies reached 41.5 percent in Dushanbe, about 35 percent in Khatlon, more than 33 percent in Soughd, more than 34 percent in Gorno-Badakhshan Autonomous Province and about 30 percent in republican subordination districts.

Talented, professional and enterprising women are increasingly involved in the civil service and public administration. As of January 1, 2021 women make 4,485 or 23.4 percent of the total number of 19,210 civil servants.

The contribution of women and girls in the development of science, education and health is increasing. Currently, women make 73% of the staff in the education sector and 68% in the healthcare and social protection.

Ladies also have a visible role in the agriculture and economic development. They lead 35,600 farms and 77,400 entreprises.

Granting loans is one of the ways to improve the economic situation women and their families. In 2020 women entrepreneurs were issued 2.1 billion TJS of loans.

The Government will further support the initiatives of women in the country and will take additional actions to engage greater number of them to senior positions. To this end, the Committee on Women and Family Affairs is mandated to develop a draft resolution of the Government on the "2021-2030 National Strategy for Enhancement of the Role of Women in the Republic of Tajikistan" and its action plan for 2021-2025 and submit them to the Government for review and endorsement.

Our youth have a valuable contribution to the development of all economic and social spheres of the country, by actively participating in the construction of nationally important grand facilities, carrying military service-protection of national borders, promotion of the country’s safety and security and they deserve acknowledgment and our pride.

In recent years the youth play a significant role in development of sport and its popularization, and promotion of healthy lifestyle among the population.

While by 1991 there were only about 1000 sport facilities in the country, their number reached 10,220 in 2020, meaning 9 times increase in the quantity of such facilities during the independence.

In 2020 alone - the year of pandemic and difficult economic and financial conditions- 147 sports facilities amounting TJS 1,63 billion were constructed and commissioned for teenagers and youth in different towns and districts of the country.

With a view to encouraging Tajik sportsmen in 2015 we have established the Presidential Award on Sports, and so far almost 200 young sportsmen received this award.

We will further attach a primary attention to the development and popularization of sports, promotion of healthy lifestyle and increased participation of youth in political and social life, their inspiration to learning and innovations. We will also give high priority to the support of young talents and building modern and well equipped infrastructure for youth.

I would like to highlight the importance of improvement of the soft and poetic Tajik language for our state language is the most sacred and precious treasure of our nation.

In globalization era and in the context of clash of cultures and languages, alongside learning foreign languages, including Russian and English, we also need to make constant efforts to promote the wider use of the Tajik language.

I would like to recall that this is the task of every patriotic citizen of our country, including parents, teachers, education and science representatives, the intelligentsia, representatives of mass media, poets and scholars.

Tajiks have a rich culture and ancient history which we are proud of. For example, the 5500-year history of Sarazm alone, which is acknowledged by the world known scientist, prestigious research centers and the reputable international organization of UNESCO, proves the unconventional ancient history of Tajik nation.

Paying a tribute to the culture and the ancient history of our nation, studying the inheritance of thousands of our well-known celebrities, including poets, writers, scientists and philosophers is the task of every Tajik patriotic citizen.

We have started creative efforts on preservation of historical sites and in cooperation with international organizations have been trying to further promote the tangible and intangible heritage of our country across the world.

Therefore, the ministries of education and science, culture and the National Academy of Science are mandated to take necessary steps to explore the history and heritage of the Tajik nation, ensure compulsory study of the Tajik Nation’s history, state language and geography of Tajikistan in all educational institutions with the medium in the language of minorities in a proper way, and make sure the textbooks are drafted, translated and made available to these institutions in a timely manner.

Ladies and Gentlemen!

Last year the new convocation of the Parliament of Tajikistan was elected, and I have participated at their first sessions and shared my views on improvement of the legal framework and further enhancement of the Parliament’s activities.

I believe, by adopting laws and resolutions the Members of the Parliament will further contribute to the development of the society. However, they should not be limited with adoption of legal and regulatory documents. They also in cooperation with the executive authorities need to make sure the laws are in line with the current needs and availing their legislator rights draft legal and regulatory documents meeting the need of the society, development and progress.

I believe that our supreme legislator body will further improve parliamentary hearings to discuss the laws, the practice of law enforcement, socio-economic programs and other burning day to day issues and thereby contribute to the society progress.

At the same time the members of parliament at all levels, starting from the Upper and Lower Chambers down to local assemblies need to be proactive and enterprising, perform their duties on development governance pillars honestly, raise the public awareness and faithfully contribute to landscaping and development activities in their constituencies to ensure implementation of the our nationals policy on the ground.

During my meeting with judges on November 2019, I shared my views on the issues of the rule of law and justice, training of qualified specialists with high morality and professional skills, avoidance of corruption and some shortcomings in the activities of judicial authorities.

Therefore, the leadership of Supreme Court and Supreme Economic Court need to pay a strong attention to the professional development of judges, training, selection and adequate deployment of specialists.

The volatile situation in the globe together with sustained current challenges and threats to the humanity, such as terrorism and extremism, arms and drugs trafficking, and cyber and transnational crimes requires our utmost attention to our national security, as the followers of terrorist and extremist organizations try to destabilize the situation in the society and provoke religious and belief based conflicts, and widely use Internet to mislead the population, in particularly youth to eventually recruit them into banned organizations.

I would like to emphasize that the enemies of our nation and their foreign sponsors have not yet abandoned their nefarious and selfish plans that they had in early 90s. They are still trying from abroad by all possible tools to destabilize our society and impose foreign cultures and religions on our people.

The glorious people of Tajikistan, especially the dedicated youth should bear this in mind and be always precautious.

As I have underscored on many occasions, the activities of such extremist and radical movements are one of the main and actual threats to Tajikistan and other countries in the region, which require us taking joint actions.

To continue the activities in this area, the Prosecutor General's Office is mandated to draft a new 2021-2025 National Strategy of the Republic of Tajikistan on Combating Terrorism and Extremism and submit to the Government for the further review and endorsement.

We have declared many times that Tajikistan is a natural ally of other countries and international and regional organizations in countering terrorism and extremism, illicit drug and weapon smuggling, cybercrime and other organized transnational crimes.

Therefore, the Prosecutor General's Office, the Ministry of Internal Affairs and the State Committee for National Security need to strengthen cooperation in this area with their counterparts in other countries, as well as regional and international institutions.

Corruption is a jeopardizing and dangerous phenomenon in the society, and the fight against it must be the main task of public authorities, civil society and every citizen of our country. In this regard, there is a need for anticorruption entities  to take further actions aimed at preventing corrupt acts  and creating the environment of zero tolerance by involving  public authorities, representatives of mass media and civil society.

Given the difficult situation in the region, the Government of Tajikistan attaches a primary attention to the strengthening of border protection, especially on the Tajik-Afghan border, and takes the necessary actions to prevent drug and arms trafficking, spread of extremist literature and commitment of other transnational crimes along the state border.

I would like to recall, that these actions are taken not only to protect the interests of our country, but also to maintain peace and stability in other far and near, particularly neighboring countries. In this regard, the State Committee for National Security is tasked to jointly with other military authorities and law enforcement agencies take necessary steps and strengthen the control to ensure stable protection of the state borders and maintain a high level of military preparedness of the Border Troops.

The current situation in the world and in the region urges us to pay a serious attention to the supply of our Armed Forces as never before, since the most important task - the protection our state borders, ensuring security of the state and the nation, protection of the public stability, prevention and elimination of any external threats and challenges – is vested in the the Armed Forces and law enforcement agencies.

Strengthening our country’s defense capacity and military preparedness  depends on the training of professional personnel devoted to their State and Nation, in the the spirit of patriotism and self-identity.

During our independence more than 10,000 of our youth have studied at local and foreign military educational institutions and have faithfully served their Motherland in different units of the Armed Forces. And nowadays thousands of our young people study in such institutions as well.

At the same time, taking into consideration the current situation we need to modernize our Armed Forces and equip them with advanced military supplies.

I would like to emphasize that maintain the Armed Forces in constant combat readiness is the true guarantee of state protection from any threats and challenges.

Therefore, the Ministry of Defense should take necessary actions to develop and implement public programs on development of defense industry, strengthening  the activity of industrial enterprises on production of special devices and military equipment repair, and supply the Armed Forces with the latest weapons and ammunition.

The Ministry of Defense is also mandated to strengthen its activities on engagement of reserve personnel mobilization, promote their training on the military registration in towns and districts, and pay a primary attention to stronger  military preparedness, arrangement of military sessions, field training and military exercises through the use of latest methods.

The leadership of military authorities and law enforcement agencies need to create favorable living and military service conditions, constantly improve the professionalism of officers and military preparedness of soldiers, their professional training in the spirit of devotion to the Motherland, strict compliance with the service discipline in accordance with the military charter and counteraction to any violation of laws, particularly corrupt behaviors and ensure the proper deployment and of personnel. Distinguished Members of Parliament! During its independence Tajikistan has established diplomatic relations with 178 countries and became an active member of international and regional organizations. In this context we have been strengthening friendly relations and cooperation in all areas, first of all with our close neighbors-Central Asian states, as well as with the members of the Commonwealth of Independent States, which are of particular importance in Tajikistan’s system of interstate relations, and we are set to further pursue this policy.

The issues of strengthening and expansion of multifaceted cooperation with our strategic and development partners-the Russian Federation, the People's Republic of China, the European Union and the United States of America will remain as a priority in Tajikistan's foreign policy.

Based on our long-term national strategic goals, we will also develop and expand friendly relations and mutually beneficial cooperation with friendly countries of the Islamic World, the Middle East, South Asia, Southeast Asia, the Pacific, Africa and America.

The Government of Tajikistan since 2007 has been reforming the system of movement of foreign citizens and has established a simplified visa procedure for citizens of 112 countries. It is necessary to further improve this process in order to attract more foreign tourists and investors.

We will establish partnership relations and continue strengthening cooperation with the world community within the international and regional organizations.

In this regard, we will continue and expand our cooperation with the United Nations and its specialized agencies, the Shanghai Cooperation Organization, the Organization for Security and Cooperation in Europe, the Economic Cooperation Organization and the Organization of Islamic Cooperation, development partners as well as international and regional financial institutions.

This year Tajikistan commences it Presidency of the Shanghai Cooperation Organization and the Collective Security Treaty Organization.

The Shanghai Cooperation Organization marks its 20th anniversary this year. Tajikistan has been significantly contributing to the progress and development of this organization from the initial days of its establishment as one of its founder states.

Thanks to the coherent implementation of its foreign policy, Tajikistan has been able to make a meaningful input in addressing various global issues.

In this context, Tajikistan is internationally acknowledged as a lead country in addressing a wide range of security, water, environment and climate change issues.

I have stressed on several occasions that the maintenance of peace, stability and security in Central Asian region is on the top of our foreign policy priorities.

Everybody is well aware that Tajikistan is at the frontline of combating current threats and challenges and our country plays an important role for region’s the  security.

In this regard, we will continue close and beneficial security cooperation with the countries of the region and neighbors, including the Islamic Republic of Afghanistan and other partners.

We are convinced that prominent stability and security in Afghanistan can be achieved only through Afghan-led, Afghan-owned and Afghan-controlled peace building process.

Further appropriate introduction of our constructive plans, peace oriented initiatives and good intentions and will of Tajikistan at the international stage as well as full-fledged presence of our country in the process of addressing the current global issues are among the objectives for achievement of which we will further strive.

To this end, we will continue our international activities with the greater efforts in accordance with the provisions of our Foreign Policy Concept Framework.

Distinguished Members of the Parliament!

The supreme goal of the Tajik State and the Government is to ensure sustainable economic growth of our country through increased efficient use of available resources and opportunities, finding new windows for development, improvement of education, healthcare, and human resources and thereby improve the living standards of the glorious people of Tajikistan.

Strengthening the international image of Tajikistan is among our most important objectives in this process. These goals oblige first of all members of the Government and the Parliament, heads of public institutions, including all civil servants, as well as entrepreneurs and generous philanthropists, and dedicated residents of our country to get united and work closely together towards the establishment of a democratic, law-based, secular, social and progressive state.

The 2021 is a special year for our Motherland, the year when we celebrate our Grand National Holiday -30th anniversary of our state independence.

The Government endorsed its Action Plan on landscaping and development to decently celebrate this sacred historic date.

Members of the Government and heads of public institutions appointed as persons in charge for towns and districts, governors of province, town, district and village are mandated to ensure implementation of activities envisaged in this plan of action with high quality and in a timely manner.

I would like to emphasize once again that the main task of each of us, starting from the Head of the State to the members of the Parliament and the Government, heads of government agencies and all civil servants is to serve faithfully to the people of Tajikistan and stand ready to help the people any time they need.

The 2020 with all its challenges has proved that we have the necessary strength, opportunities, experience, conditions and resources for further improving our living standards, developing our Motherland and promoting prosperity of our independent state.

We need to be entrepreneurial and initiators and make our direct contribution to the development of our ancestral land. This means, we have to organize our activities for the prosperity of our beloved homeland in a way so that every citizen of our country becomes our partner and contributes to this process.

Although most of the facilities and buildings planned for the celebration of the national holiday have been already commissioned (out of 25,000 facilities and more than 18,300 facilities), but still it is necessary to expand the work to the fullest extent and ensure the implementation of the approved plan.

I believe in the creative capacity of the glorious people of my country, including motivated youth, patriotic and skilled women, and with full confidence I reiterate that we will all together work further diligently and faithfully to change the image of our beloved Motherland by developing its every single remote corner by the celebration of the Grand 30th Anniversary of independence of our beloved Tajikistan.

Every single citizen of our country, every youngster and adult must always bear in mind that protecting the independence and freedom as the most valuable gift for every honorable citizen, is not an easy task in today's difficult and volatile environment.

The protection of this invaluable credit necessitates each of us to make consistent efforts day and night, prove our national honor and dignity, work hard faithfully and devotedly, and most importantly be in unity and solidarity.

In the most difficult and sensitive environment in the current world, we must always stand by and support each other as we have inherited this good legacy from our noble ancestors. The glorious people of Tajikistan demonstrated this good ancestral legacy during the last very difficult and stressful year.

Tajiks are an ancient Nation in the world with more than 6,000-year history and since the ancient times we have been acknowledged as a highly educated nation dedicated to science, poetry and reading, skilled in state building and governance, architecture and urbanization, in other words, creators of a civilization.

We are proud that Tajikistan indeed is the place of origin to Navruz, Sada, Tirgon and Mehrgon holidays and each of these holidays have more than 6,000-year history. We can also be proud that ancient Navruz is declared to be a global holiday.

We are blessed to have been able to use without any difficulty the precious and eternal heritage of our ancestors created more than 1,000 years ago  in educating and upbringing our young generation and introduce it to the people around the globe.

The honorable people of Tajikistan have a high sense of patriotism and nationhood and with such good and creative qualities can take even greater steps to turn their sacred homeland into a prosperous country and up to date with the current world.

I wish good health and happiness, and success to all noble people of my country, to the members of Parliament and Government, dear parents, military officers of the Armed Forces and staff of the law enforcement agencies, intelligentsia, brave and courageous youth, patriotic and knowledgeable women, and peace and stability as well as greater progress to our beloved Tajikistan.

Distinguished Compatriots,

I extend my sincere and heartfelt congratulation to all of you on the 29th anniversary of the grand holiday in the modern history of our country, i.e., the State Independence Day of the Republic of Tajikistan, and wish every resident of our state prosperity, happy life, success, and further achievements.

Our people gained state independence and began to build their own national state 29 years ago. The beginning of independence and the first steps towards building an independent Tajik state fell on a very difficult period in the history of our people. Through the fault of the traitors and enemies of the Tajik nation and their foreign patrons, our newly independent Tajikistan received an acutely sensitive blow as a result of the imposed civil war. At the time, when we did not even have the symbols of our independent state, and our people were making its first steps towards independence and freedom, traitors to the Motherland - those who sold their honor and conscience, dragged Tajikistan into a whirlpool of political confrontation and armed clashes.

Enemies and traitors to the Tajik nation and state intended to use weapons, intimidation and brutal murders to impose a strange culture and worldview on our people and create an Islamic state in Tajikistan. As a result, lawlessness and chaos reigned in the country, government authorities were paralyzed, more than 1 million of our compatriots became forced refugees, and in a short time tens of thousands of our innocent citizens, including women, children and the elderly, died.

As a result of the war, tens of thousands of children became orphans, mothers and women became widows, and many were left homeless. The most terrible consequence of the imposed war was that the threat of the disappearance of the young Tajik state from the political map of the world and the disintegration of the Tajik nation became a bitter reality.

In these extremely difficult and truly life-changing circumstances, prudent citizens and healthy forces of society united for the sake of saving the state and the nation, mobilized all their efforts to free the people from the whirlpool of fratricidal imposed war.

The historical 16th session of the Supreme Council, held in November 1992 in the ancient city of Khujand, made it possible to take the first steps towards this desire, and most importantly, towards the path to ending the bloodshed. Having built on the will of our people and with confidence in the bright future of our country, we mobilized all our forces and capacities to address very difficult issues faced by the state and society, and defended the independence and territorial integrity of the state.

In that extremely difficult period, we restored the pillars and foundations of our young state - law enforcement agencies and other paralyzed public authorities, directed their activities to protect the interests of the people and serve the independent state. Thus, in order to protect the security of the state and society, we created the National Army and other competent bodies, including law enforcement and executive authorities, adopted and established the symbols of our independent state, including the State Flag and the State Emblem, adopted the National Anthem and the Constitution as a guiding star of the people's happiness.

Along with this, we have defined the return of more than 1 million forced refugees to their homeland and creating the necessary living conditions for them as one of the most important tasks of the leadership of the state and the Government of the country, and in a relatively short historic period we have accomplished this difficult task. Thus, during those years, reliance on the will and efforts of our patriotic people enabled us to eliminate the consequences of civil confrontation and save the young Tajik state from disappearance, the Tajik nation from disintegration and disunity.

Thanks to the establishment of peace and tranquility, political stability and strengthening national unity, we carried out constitutional reform, regulated the activities of all branches of government and created a bicameral parliament as a new phenomenon in the political and legal environment in Tajikistan. In this process, we ensured the transition to a market economy, introduced various forms of ownership, national currency, improved the public administration system, restructured the economic system based on the efficient use of resources, production capabilities and services, improved the financial and banking system, gave impetus to the development of entrepreneurship, improved investment climate and created conditions for the development of social spheres.

The Government actions made it possible to ensure the growth of the national economy annually during 1997-2020 and increase the real growth of the gross domestic product by 5 times. During the period of independence of our country, we created and reconstructed more than 1600 industrial enterprises, more than 2000 megawatts of new energy capacities, 2200 kilometers of international highways and built and commissioned 220 km of railways.

Thanks to the creative efforts of the Government and the people of the country, two units of the Roghun hydropower station were put into operation, which is by right is a milestone facility of the century, the guarantee of a bright future for Tajikistan. This facility has generated more than 1.6 billion kw/h of electricity to present. Commissioning of new capacities enabled us to remove the electricity rationing in winter period.

During this period, the number of students in secondary educational institutions increased from 1,325 million in 1991 to 2.34million, and to cover them with education, we completed the construction and reconstruction of 3,030 secondary educational institutions and additional educational buildings with 651 000 seats.

Also, the number of higher professional educational institutions increased from 13 to 41, and the number of students from 69,300 in 1991 to 227,000. In the field of healthcare and social protection of the population, 1258 new institutions were built and put into operation during the period of State independence, and their total number increased from 2862 institutions in 1991 to 4369 institutions in 2020.

During the period of our country’s independence, the monetary income of the population increased 125 times, the poverty rate in the country decreased from 83% in 1999 to 26.3%, and the average life expectancy increased from 70 years in 1991 to 75 years. Compared to 1991, maternal and infant mortality decreased by 3.1 and 3.5 times respectively.

From the very beginning of independence, we began to form the foundations of the country's foreign policy and thanks to the adoption of effective measures, we have strengthened the status and position of Tajikistan in the international arena and have been continuing to do so. Today, the world community recognizes Tajikistan as a lead state in solving urgent global issues, pursuing a balanced and consistent foreign policy based on an "open door". So far, three global water initiatives put forward by Tajikistan have been supported and implemented internationally. Currently, the fourth initiative of our country on the International Decade for Action "Water for Sustainable Development, 2018-2028", adopted by the United Nations, is under implementation at the national, regional and international levels. I would like to emphasize that we have done all these efforts for the sake of improving the living standards of the glorious Tajik people and raising the status and role of Tajikistan among the countries of the world.

This high sense of responsibility before the history of the Tajik nation, and the present and future destiny of the people of Tajikistan encourages each of us to make every possible effort to defend the independence and freedom of our state - the most sacred and greatest property and blessing of our life, to be vigilant, not to be taken by surprise, to work selflessly and fulfill our duty as dedicated sons and daughters of our beloved Motherland. Along with this, we are obliged to familiarize adolescents and young people - the generation, in whose hands is the future of the country and the people with the history of the nation with its ups and downs and the difficult experience in building a national state, and nourish them with a high national feeling, a sense of love for the Motherland and loyalty to the state.

Another lesson of the period of independence is that all the aspirations and dreams of every member of society, the creative plans and programs of the Government will be implemented only if we become the real masters of our free and independent Motherland, a strong and developed state, and, of course, if we strengthen peace and tranquility, political stability and national unity. Therefore, every enlightened citizen of the country must deeply realize how important independence and freedom, the nation state, peace and tranquility, political stability and national unity are, and make his/her patriotic contribution to the strengthening and development of the system of democratic, law-based and secular statehood adopted at the wish and will of the people of Tajikistan.

These days, our people endowed with a sense of national pride and patriotism literally turned the whole country into an arena for creative development projects, and selfless and fruitful efforts to decently celebrate our great national holiday - the 30th anniversary of State independence. Taking this opportunity, I would like to offer my sincere and heartfelt gratitude to all the inhabitants of Tajikistan, both adults and youngsters, for their united effort for a prosperous future of our Motherland and the glory of our nation.

At the same time, I would like to reiterate an issue important for all residents of our country. Despite the great work carried out to date, there are still many issues in the life of our people to be resolved. We, the entire society of the country, must work together and with a sense of high patriotism and make efforts to ensure a decent life for every family in our beloved Tajikistan. We must strive to prevent threats to the modern world, especially the spread of infectious diseases and their undesirable consequences on the health of the population and the national economy, as well as to protect food security and achieve the strategic goals of the state.

Taking this situation into account, I would like to recall once again that we must treat with great responsibility and paramount importance the preparation of socio-economic spheres for the upcoming autumn-winter period, procurement of consumer goods, especially food, savings and thrift, including saving electricity, while complying with the rules of personal and public hygiene, sanitary and surveillance requirements. Given the global economic crisis, which is also affecting Tajikistan, in order to prevent the spread of the coronavirus, we must refrain from holding any event and celebration.

Along with this, we must strengthen and expand development activities to decently celebrate our great national holiday - the 30th anniversary of the State independence, address existing issues and eliminate shortcomings in our life, further improve our Motherland and strive to make sure our beloved Tajikistan keeps pace with developed world community. With these good wishes and intentions, I sincerely congratulate once again the glorious and endowed with a sense of national pride the people of the country and our foreign compatriots on the great national holiday - Independence Day. I wish every family, every household and every inhabitant of our Motherland peace and tranquility, prosperous life, happiness and new achievements.

Language is an invaluable boon in the life of the humankind. It is through language that a person expresses his feelings, thoughts and judgments. National language is like a bright mirror that reflects the history, spiritual peace and wisdom of every nation.Moreover, in the culture and civilization of all peoples, including the Tajik nation, native language is the foundation, which strengthens the basis of the national mentality and serves as the main factor of its preservation.
Our native language is a beautiful and poetic language, which for millennia embodied the knowledge and wisdom accumulated by the Tajik people. It is a convincing testament to our existence and a vivifying source in historical destiny of our nation.In other words, it is this language, thanks to whichthe glorious Tajik people created and introducedits rich history and culture to the world.
Alongside other languages ofKhorasan andMawarannahr, the Tajik language is the successor to ancient Aryan languages. World-known scientists and researchers have proved that Tajiks have made an invaluable input into the history of human civilization, and our language is listed among the most ancient languages on the planet. There are thousands of scientific studies on this issue.
The roots of our language date back to the antiquity, to the centuries before the Christ and the first centuries of the new chronology, especially to the times of existence of the Sogdian, Bactrian, Pehlavi and other languages. In the 20s of the last century, at a difficult and crucial time for the Tajik people, our language was officially termed as the "Tajik language", which became a serious prerequisite for the formation of a national state.
Therefore, while addressingour compatriots and to the Tajik language speakers andits fans, I urge you to makeevery possible effort to learn our language, explore its history, undertake measures to train specialists on the history of the language with an emphasis on its background in ancient times, only a few of whom we can find nowadays. It is also important to train dialect and text specialists.These efforts are necessary in order to eliminate the errors in the contemporary Tajik language and enrich it furtherbased oncharming and meaningful words and expressions that have long been used in our speech.
Today the world knows us as Tajiks, our country as Tajikistan, and our language as the Tajik language. Hundreds and thousands of celebrities, including geniuses, created and wrote in this language and inherited immortal works.
Wisdom and humanism, which form the basis and essence of the creations of our ancestors, are voiced in this extraordinarily rich, multifaceted, sweet-spoken language for centuries. It is due to this language that the cultural and spiritual world of our people hasgained heartof people.
The works of Rudaki, Firdavsee, Attor, Sanoee, Saadi, Hofiz, MavlonoBalkhee, Mavlono Jami and hundreds of others, written many centuries ago, even todayis clearly understood, accessible and appreciatedby our people.Today every educated person reads and delves into essence and contentof these immortal works without dictionaries and comments.For example,we still easily understand, enjoy and admire the richness of high thoughts of the “Adam of Poets" - ustodRudaki, who was born in thePanjrudVillage –a mountainous district of Panjakent, and recognized as the founder of Tajik-Persian literature.This, of course, is a matter of particular pride for us, the repositories of this great spiritual heritage.
In the process of its formation and development, the Tajik language has passed through a very difficult and sometimes tough pathway. It was many times subject to tests by the history and has overcomechallenges with honor.In today’s period of independence and theestablishment of national state, it fulfills its missionwith high dignity as one of the main pillars of statehood and a factor of unity and cohesion of society.
On 22 July 1989, the10thSession of the Supreme Council of Tajikistan has adopted Language Act.However, some of the provisions and norms of thisact officially recognized at that time,after twenty yearsdid not fully meet the growing needs of the society of our independent country.Therefore, in order to protect and develop our native language, there wasa need to develop and adopt a new language act.With this in mind, on 5 October 2009, The Law onState Language of Tajikistan was signed. This date was officially declared as the State Language Day and included into the list of state and national holidays.I sincerely congratulate the glorious people of Tajikistan, the foreign compatriots and participants of today’s event on the State LanguageDay.
 
Dear Friends!
 
The State Language Act determines the legal status and scope of the use of language, and it regulates the prospect of its development during the period of state independence in the context of radical political, economic, social and cultural changes,. This act acknowledged the Tajik language as the language of governance, legislation, business administrationand communication.Therefore, all ministries and agencies, organizations and institutions, state executive authorities of regions, cities and districts of the country are obliged to ensure the implementation of the requirements of this act in all areas, as well as to make efforts aimed at respecting norms and steady development of this poetic language.
We must continuously strive to strengthen the state language, try to enrich its vocabulary and strengthen its role in all spheres of society.
Learning and mastering this poetic and sweet-spoken language, taking care of its development and ubiquitous spread is the duty of every educated, patriotic member of our society and all its speakers.
I have to note thatdue to the lack of control by the regulatory authorities, some ministries, agencies, organizations and institutions, as well as state executive authorities of regions, cities and districts do not fully enforcethe requirements and provisions of the language act. There are still shortcomings in this direction, which we need to overcome.
The analysis shows that relevant ministries and agencies, for unknown reasons, did not implement some provisions of the State Language Development Program’ for 2012-2016.
In particular, theactivities in the field of development and publication of the Tajik Language Encyclopedia, which the Ministry of Culture and the Main Scientific Editorial Board of the National Tajik Encyclopediawere tasked with, are yet to be completed.
Also, to strengthen the frameworkof the state language, the Committee on Language and Terminology in cooperation with the Academy of Sciences and the Ministry of Education and Science should develop and present to the Government a relevant "State Language Development Program for 2020-2030”.
At the same time, we must attach a serious importance to the development, regulation and identity of terms as an important issue towards the development of the state language.
At this time of unprecedented development of science and technology, the development of terms or terminology as a language-enhancing factor in our society is gaining importance ever.
Creation of a scientific language is impossible without the development and regulation of the terminology of various fields of science and bringing the language in line with norms.Therefore, it is necessary to make use of the Tajik language to expand thematic term developmentpolitical, economic, information, legal and other areas.
In order to preserve the purity of the language during the use of terminology, it is necessary to take into account the capacity of stable elements of the state language and reasonable tested adoption in a balanced form.
We must refrain from inappropriateborrowing and adapt borrowed terms to the nature of the language, bring it in line with the grammar and orthographic structure and the phonetics of the languages.
Though,NationalTerm Convergence Council of the Committee on Language and Terminology was established to regulate this issue, and this councilconducted a number of studies and provided its recommendations, but serious difficulties still remain to this day.In particular, lack of consistencyis observed to some extent in this direction, various terms and words are used to express a concept, which misleads the reader of publications and listeners of programs.
The Committee on Language and Terminology together with the Academy of Sciences, ministries of education and science, and culture needto take additional measures to develop, apply and implement uniform terms.
Therefore, it is necessary for the Committee on Language and Terminology to take additional measures to develop, adopt and implement equable terms together with the Academy of Sciences, the ministries of education and science, and culture.
While developing terminological recommendations, special attention should be paid to the dialects of the Tajik language, which are a treasure that nourishes and enriches the language.
Dialects of our people have thousands of beautiful sonorous and informative Tajik words that, for various reasons, have gone out of use.The primary task of linguists and folklore specialists is to find such words in the course of scientific research and exploration studies and to strive for their introduction into the literary language.
Most new words included in the Tajik language dictionary emerged as a result of the development and achievements of the contemporary world.In other words, the process of globalization, the accelerated development of science and technology, including information and communication technologies, the vitalization of social networks, as well as the interaction of cultures and civilizations in the contemporary world also affect the state language and create artificial obstacles to its natural development.Therefore, it is important to make sure the nationalization of the language of new technologies in the country is at the center of attention of relevant agencies and institutions.
For example, negative influence of the disagreementsin some aspects of the Tajik language spelling, which is the determining tool of the written language, is visible in "Spelling Tajik words" software, and this issue is yet to be addressed.
To address this and other issues, it is primarily necessary to eliminate and correct the serious omissions and ambiguities that are observed in the Tajik language orthography rules. Hence, the uncertainty in the Tajik language orthography rules, the vagueness and ambiguity of most of its aspects cause unnecessary disputes and discussions and adversely affect the level of education of the people, especially the growing generation and youth.
Given this situation, the Academy of Sciences, sectorial academies, the Committee on Language and Terminology, the Ministry of Education and Science, the Union of Writers and the relevant institutions of the Executive Office of the President need to submit to the Government by January 2020, for approval, the Tajik language Orthography Rules, taking into account the existing shortcomings and difficulties.
Rudaki Institute of Language and Literature also needs to improve OrthographicDictionary by involving specialists of the field and publish itby the second half of 2020.
Our linguist scholars should remember that the Tajik language spelling rules are not only for scientists, but they are also a practical guide, the purpose of which is to improve the level of education of the people, and therefore it should be clear and understandable to all members of society.Therefore, we are obliged to resolve this important for our society issue in an appropriate manner and put an end to it by building on the norms of our rich language.
In this regard, I want to emphasize one question that I pointed out earlier.It is high time for us to create the “Academic Grammar of the Tajik Language”, which was a handbook entitled “Language Guidance” or “General Guides on Language”in the past. The grammardeveloped 40-50 years ago, now does not meet the requirements of science and current society.
One of the reasons for confusion and discrepancy in Tajik orthography is the lack of a new language manual and reliance on the old grammar.Therefore, given the factthat the previously written grammar in not in line with the requirements of present time and realities,the Academy of Sciences needs to present a specific and accurate program.
Another important issue related to the latest technologies is developing an electronic catalogue of all Tajik words based on ancient and contemporary sources and inserting them into a software.
In order to ensure quick access to the primary sources, it is necessary to introduce an electronic version of well-known dictionaries such as “Lugati Force”, “Burhoniqote”, “Ghiyos-ul-lughot”, “FarhangiJahongiree”, “FarhangiRashidee”, “BahoriAjam”, “FarhangiOnandroj”, “FarhangiZaboniTojiki”, “Lughatnova” ofAliakbarDehkhudo and other thematic dictionaries into a softwarebased on current Tajik graphic.The Committee on Language and Terminology, the Academy of Sciences, other line academies, ministries of education and science, culture and the Main Scientific Editorial Office of the Tajik National Encyclopedia need to take appropriate measures to address these issues.
Ladies and Gentlemen!
The revival of Tajik national names, their alignmentwith geographical place names is one of the pressing issues of our language policy.For the revival of ancient Tajik names and their proper use according to the norms of national word-making, by building on the meaningful traditions of our people, the Government of the country approved the "Catalogue of National Tajik Names" and determined the rules for choosing national names.
The aim of the Catalogue is to revive spiritual values and priceless historical and national cultural heritage, as well as traditional Tajik country names.The Catalogue takes into account national values and the Tajik culture of naming.
However, the officials in chargeof this issuein villages, jamoats, civil registration authorities, who still apply old name-giving methods, still show irresponsible attitude.
I have to note that some parents are dismissive of this issue and give their children defective names or names that are alien to our national traditions of naming.
People say: "Beautiful name is half of the beauty."
I have to recall that the national essence in the name of a person is a positive factor in the formation of a person and a sense of his self-knowledge and self-awareness.
Let me remind you that worshiping to alien traditionsin giving name alienates future generations from historical primordially, weakens their feelings of self-awareness and national mentality, which is unacceptable at all.
The Ministry of Justice and the Committee on Language and Terminology together with the relevant agencies need to take this issue under a serious control. They also have todevelop and submit to the Government of the country a concrete proposal for introducing necessary amendments and additions to legal and regulatory documents.Also, a number of shortcomings and errors in this Catalogue require correction; it is necessary to eliminatethem in the new version.
Along with the streamlining of names, the streamlining of the titles of neighborhoods, villages, cities and regions is also one of the very sensitive issues, because geographical toponyms are a live history of all languages, including our native one.It is necessary to preserve purely national geographical toponyms, and to restore the original names of neighborhoods and localitiesthat were changed for various reasons.
Renaming someprovinces and districts like Soughd, Khatlon, Bokhtar, Rudaki, Istaravshan, Rasht, Saykhun and Jaihun and hundreds of others with their ancient names on the political map of our country connect our glorious past with the present day, and the present  with the future, and it plays a huge role in the revival of historical memory and the expansion of the framework of national self-knowledge and self-awareness of our people.However, there is still a lot of work to be done along this path.
Even now, commissions in some cities and regions of the country, while choosing titles, do not take into account historical and geographical features, as well as the occupation of residents of newly created settlements and villages.
Another issue of concern regarding the names of cities, districts and villages of the country is related to the names of great personalities and dignitaries. In this regard, it is necessary to respect the traditional rules in giving titles to localities.
The Committee on Language and Terminology needs, in cooperation with other institutions and agencies, and with the help of specialists, to take urgent and serious measures in this direction, to identify and submit for approval by the Government of the country the Tajik synonyms for the names of localities and natural boundaries to be renamed.
We can be proud and honored that thanks to great merit, selfless work, and the incomparable exploits of the glorious sons of the Tajik people starting fromIsmoiliSomoni and Rudaki to Ayni and BobojonGafurov, the Tajik language has survived to the present in its original form with a rich treasure of beautiful and caressing words and expressions.We can proudly say that the Samanids’ dynasty played a key role in the preservation, consolidation and invincibility of our nation and language.
The inexhaustible patriotism and firm desire of the Samanids to preserve the language created afoundation for the Tajik language to gain unprecedented power and unprecedented development during their reign, created favorable conditions for the emergence of literature and culture that conquered the world, the influence of which continues to this day.
Thanks to the Samanid dynasty that the unique talents of such geniuses as Abuabdullo Rudaki, Abumansur Dakiki, Abulkosim Firdavsi, Abuali ibni Sino, Abulqosim Unsuri, Aburaihon Berunee, Omar Khayyam, NosirKhusrav, SaadiShirazi (Shaikh Saadi), JaloliddinBalkhi, Mawlanā Jami and others who have strengthened and elevated our native language to the highest level with a highly artistic word in poetry and introduced accurate assertion in science.
At the same time, on the instructions of the wise and forward-lookingSamanid emirs, many religious and other books were written, which laid the foundation and created favorable conditions for the acquisition of the Tajik language as a second language in the Islamic world, and in the following centuries to become the language of international communication.
Tajik language hasbeen used for thousand years in writing scientific works. Our greatest scientists – Abualiibni Sino’s “Donishnoma-i 'ala'i" (The Book of Scientific Knowledge), and AburayhonBeruni works’ "Kitob-ut-tafhim" and "Osor-ul-boqia" became the founders of the Tajik scientific language, and this patriotic tradition was then continued by such famous scientists as NasiruddinTusi, Omar Khayyam, Ahmad Donish and others.
Bringing the Tajik language to the level of a contemporary scientific language is very important, which I spoke about many times.
Nowadays, the power and strength of each language is expressed in the presentation of scientific assertion, accurate and clear transmission of various scientific concepts and terms. The future of language largely depends on its application and use in science.We need to make a united effort to ensure that our state language keeps pace with the times and develops to the level of a scientific language.
At our initiative, the State Commission for Academic Degrees and Titles under the Office of the President of the Republic of Tajikistan started its activities, which established a ground for writing scientific monographs in all fields of science in Tajik. It is necessary for our scientists, scholars and researchers to write their research papers in the state language. I believe that this patriotic initiative will bring the desired results for the strengthening and empowerment of the Tajik language in the scientific field.
Those, who have graduated from higher education institutions in Russian and English and draftedtheir dissertations in these languages,are permitted to defend their theses in these languages. Because these languages are the languages of science and international communication, and knowledge of them is of a great importance.
In the current civilized world, six active languages of international communication are recognized as the official languages of the United Nations, and we must advise the young generation to learn them so that we can protect our national state interests in these languages in authoritative world organizations.
 
Dear Participants!
The language of each nation is indeed a mirror of its life, customs, traditions, knowledge and culture. In this sense, language as the primary and fundamental element of statehood plays an extremely important role -we can say - fateful role in the process of formation and building of a national state.
We must always remember that the Tajik language in the millennial history of our nation has been the most important factor in the unity of the nation. We are proud that our mother tongue, in the period of independence is still honorably fulfilling this historical mission and its life-changing role.
In the complex and contradictory conditions of the contemporary world, the sun would shine brightly for the nations who gained independence, and create their state and develop their own fateon their own.
We should be filled with feelings of gratitude for the happiness and priceless blessing after a thousand years has again come to us, Tajiks, and in the rays of this happiness, we, along with other states of the planet, independently carry out our domestic and foreign policies.
It isthe State Independence that created favorable conditions and great opportunities for the Tajik language to resonate again and revive. In turn, the Tajik language as an important pillar of national statehood ensured the unity and solidarity of our people throughout the country. Today, the native language inspires us to day-to-day efforts, the achievements of our people are personified in it and presented to the world.
I always emphasize that nowadays, every educated person, especially young people, along with excellent knowledge of their mother tongue should speak at least three to four foreign languages, including Russian and English, which is a requirement of the contemporary world. At the same time, we need to bear in mind that in our foreign policy we pursue an “open door” policy and have established diplomatic relations with 160 countries of the world. This obliges us to encourage young generation to learn foreign languages.
Our ancestors pointed out the importance of knowledge of foreign languages:
“If you know three hundred languages,
This is not the limit.
All will fit someday
It’s good when there are a lot of arrows in the quiver.”
I would like tonote with satisfaction that the number of young people, who study and and speak foreign languages, has significantly increased in recent years.It is very important that the study of foreign languages is based on laws, rules and norms of the Tajik literary language, that’s why it is important primarily to master our native language andbased on comparisonwith its rules, explore foreign languages. Our wise and forward-looking ancestors also proved to what extent this saying is important:
“Proficient you are in your own language,
Easily you can learn hundreds of other languages.”
Learning foreign languages and at the same time neglecting the native one is a sign of lack of culture and disrespect for the nation and Motherland, its history and culture. First of all, parents are responsible to preventthis from happening, they should do everything to prevent such an unseemly phenomenon. We must strive to ensure that our children first learn their native language, honor it and then begin to study foreign languages.
Masteringour state language and not spoiling it by mixing other languages, especially in verbal, is one of our most important tasks.Unfortunately, the wrong expression and spelling, the confusion of the literary language with dialects, rarely used words, especially when it comes to colloquial speech, still exists, which is a matter of concern.
Ihaveto note that in recent years the level of communication culture of adolescents and young people has worsened, and in public areas, including parks and squares, public transport, in palaces and houses of culture, rude and obscene words and expressions are heard, which is alien to our culture, traditions and habits.
We must regularly and to the extent possible, carry out awareness raising and educational activitiesfor adolescents and youth in order to prevent damage to high Tajik culture and morality, in other words, the heritage of our great ancestors.
In this regard, ministries of education and science, culture, the interior, committees for youth and sports, women and family affairs, religious affairs, regulation of traditions and customs, television and radio broadcasting, other central and local governmental authorities, as well as parentsare obliged to strengthen outreach and educational work among adolescents and youth for the sake of a greater affirmation of high morality and ethics, respect for culture and good national traditions.
Unfortunately, the level of eloquence, knowledge of poetry and reading books of adolescents and youth is also of concern today. During our meetings with teenagers and youth we had repeatedly been convinced that they do not strive enough for gaining knowledge, they are not interested in literature, not well aware of creation of classic and contemporary writers, they do not keep in memory specific historical and cultural dates and neglect studying natural and hard sciences.
Therefore, the Ministry of education and science and other authorities with educational institutions within their structures are instructed at all levels of education, regardless of their form of ownership, as well as during summer and winter holidays to arrange reading of scientific and imaginative literature for the purpose of strengthening memory of schoolchildren and students toensure mastering poetic and prose texts to establish essential norms and requirements.
The executive authorities in districts, cities and regions together with parent associations need to strengthen the control on educational institutions and take measures for motivation of teachers and students.   
Beautiful Tajik words and expressions should be usedin the process of upbringing young generation-promoters of the future of our language from the early age.
I have to mention that, in the process of enriching Tajik language, increasing people’s taste to eloquence and preventing of mispronunciation and spelling, the mass media plays a significant role. I highlighted this issue at the meeting with the wide range of representatives of the state mass media this year.
I have to recall that some newspapers and magazines still do not follow the orthographic rules in their publications. Such a situationis often observed at the TV and radio broadcasts, and all stakeholders and TV and radio staff should make efforts to fix it.
At the time when newspapers, magazines, TV and radio channels can and should make decent input in strengthening and improvement of Tajik language and the scope of its use, in most cases the simple shades of the state language are not taken in to account.   
I would like to recall that TV and radio broadcasts are watched and listened not only within the territory of the country, but beyond that. In the status of official and state language, nowadays Tajik language is widely used not only in domestic offices’activities and communication, but also in foreign and international relations.  
However, it should be noted that the experience of the past ten years in practical implementation of the Law on state language of the Republic of Tajikistan shows that taking into account the systematic development of the country, there is a need to make amendments and additions to it.     
The implementation of the law revealed that many of its articles have gaps.  Many issues in various socio-political, cultural, scientific and other areas were out of sight or were not published in a proper way, which requires consideration and resolution.
 
Dear Compatriots!
The state language is one of the main pillars of national statehood,it plays an important role in strengthening and stability of the national state.Therefore, we have declared the state language in Tajikistan as a guarantee of the existence of the nation and the strengthening of the state. This ancient, originally pure language is an invaluable wealth and one of our national shrines.
We, native speakers, owe to future generations for its preservation and purity and must honor and protect it as an incomparable national value, benefit from all the opportunities for its further development and strengthening.
Our filial duty and human destiny is to cherish and love our sweet-voiced and poetic mother tongue as our mother, who gave birth to us and breathed love into us with lullaby song and pure and life-giving milk. Therefore, we must protect it and bow down before it as before the most valuable wealth of our being.
With pride and a sense of loyalty to the native language, I sincerely congratulate the glorious people of Tajikistan on the occasion of the Day of the State Language and wish every resident of our beloved Motherland success, new achievements and accomplishments towards service for protection and developmentof the state language.

Commissioning Ceremony of the First Unit of “Roghun” HPP

Today, the Founder of Peace and National Unity – Leader of the Nation, President of the Republic of Tajikistan Emomali Rahmon arrived in Roghun city to attend the commissioning ceremony of the first hydro unit of the Roghun hydropower plant.
The Leader of the Nation Emomali Rahmon was greeted with special warmth and sincerity at the temporary airport of Roghun’s construction site by the Prime Minister of the country Qohir Rasulzoda.
The representatives of Russia, Italy, India, Pakistan, Afghanistan, Belarus, Ukraine, Uzbekistan, Kazakhstan, and Kyrgyzstan as well as leading experts of regional and international organizations were invited to Tajikistan to participate in this historic event.



The opening ceremony of the first hydro unit of this biggest hydropower facility runs through the news of the world media. The solemn opening ceremony of the first unit of “Roghun” hydropower plant is broadcasted live on all state TV and radio channels of Tajikistan. Two hundred local and foreign media staff and journalists reported on this important event, including influential international news agencies from the USA, Italy, Germany, Russia, Japan, Great Britain, China, Pakistan, and Kazakhstan, Kyrgyzstan, Uzbekistan and other countries.
The Leader of the Nation Emomali Rahmon, by pressing the button put into operation a 500kV power transmission line, thereby fulfilling the long-standing aspiration of the Tajik people.
Total amount of 650 TJS was allocated for the construction of the 500kV power transmission line, which was implemented in the framework of the restoration and construction of 500kV high-voltage transmission line through Districts of Republican Subordination (DRS) Project. The project has started in September 2017 and should be completed within specified deadlines, i.e. August 2021.
Then, the Founder of Peace and National Unity – Leader of the Nation, President of the Republic of Tajikistan Emomali Rahmon launched the gas-insulated high-voltage switchgear (GIS) for the Roghun hydropower plant.
Installation of Gas Insulated Switchgear (GIS) was completed on February 2018 at a high quality level with the participation of local experienced specialists.
There are 19 units of 500kV GIS and 4 units of 220kV GIS installed at this site. Energy can be transferred by integrated energy grid of the country through six 500 kV overhead transmission line. In addition, from this equipment the electricity will be transferred to the Roghun city power substation by one two-chain 220kV line.
Germany-based Siemens AG has equipped the GIS for the Roghun hydropower plant. Namely, from this hall the electricity generated at the “Roghun” HPP will be supplied to the power transmission lines by means of equipment produced by reputable world companies.
57 units of 500kV poles of gas-insulated switches, 99 transformers, 30 extension modules, 168 units of distributors, 48 voltage transformers, 30 units of 500 kV voltage limiters are installed inside the building of the complete gas-insulated switchgears. Along with the 36th poles, medium power transmission modules are installed. All 500 kV poles are equipped with protective metal structures.
On 16 November 2018 a momentous event has taken place in the history of the statehood of independent Tajikistan that has made a significant contribution to achieve energy independence.
The Founder of Peace and National Unity – Leader of the Nation, President of the Republic of Tajikistan Emomali Rahmon in a solemn ceremony has launched the first hydro unit of “Roghun” Hydro Power Plant and gave a start to operation of this magnificent project of the century that will contribute to the development of the country.
Construction workers, activists and intellectuals, young people, elders, heads and staff of Dushanbe – based diplomatic missions, as well as representatives of international organizations have attended the launching ceremony of the first hydro unit of “Roghun” Hydro Power Plant.
After being launched the first hydro unit of “Roghun” HPP will be connected to an integrated energy grid of the country. Now the light and heat of the palace of light of Tajikistan – “Roghun” has entered the houses of people of Tajikistan. Glorious people of Tajikistan were eagerly waiting for this day.
At the commissioning ceremony of the first hydro unit of the Roghun HPP, the Head of State Emomali Rahmon stressed that “For many years glorious people of Tajikistan were eagerly waiting for this day, and dedicated and patriotic workers – highly qualified specialists and constructors have been working days and nights in order to make this date happen sooner, i.e. today is the day of light and the realization of national aspirations.”
In the machine room, the President of the country Emomali Rahmon, in honor of this historic event – the commissioning of the first unit of the Roghun Hydroelectric Power Plant, left an autograph in the book “Rogun – Palace of Light”.
The accuracy of the running unit of the Roghun HPP was determined by the laying of a coin, and thus the operation of the first unit of the station was found to meet the requirements.
It has to be mentioned, that on 29 October 2016 construction of “Roghun” dam was officially launched by Leader of the Nation Emomali Rahmon. That day the President of the country has taken the wheel of bulldozer and blocked the flow of Vakhsh River and hence, has launched construction of the dam of this hydropower station.
“Roghun” HPP has the biggest capacity out of the hydropower facilities on the Vakhsh River and comprises 6 aggregates with energy capacity of 600 MW for each. “Roghun” HPP with energy capacity of 3600 MW (more than 17 billion kWh) will be the biggest hydropower station in the region. This number is 1,5 times higher compared to the existing capacity of “Norak” HPP.
“Roghun” was named by Leader of the country as the matter of life and death of the people of Tajikistan. The launch of the hydropower station is landmark event in the history of statehood of the Tajik nation and will be written into the history of our nation with golden letters. Environmentally-friendly energy produced by HPP will cover the energy needs of Tajikistan and give a new impetus to the economic development of the country.
Today the first hydro unit was launched. Other aggregates of the HPP will start their operation next year owing to an iron will of the construction workers. The Founder of Peace and National Unity – Leader of the Nation, President of the Republic of Tajikistan Emomali Rahmon with his far-sighted and humanitarian policy always takes care of the people of the country.
Each visit of the President to the construction site has been raising the spirit of the workers and everyone could observe that they have been carrying out the orders and sermons of the President Emomali Rahmon to perform their work with a particular emphasis on a quality.
More than 25 thousands constructors and engineers and other technical staff have remarkably contributed to the construction of the hydropower station. Engineers are committed to continue to launch other aggregates of hydropower station.
Building and restoration of this vital strategic construction will serve to ensure decent life of present and future generations of Tajikistan. It will provide a solid ground for economic progress and generally for the improvement of all spheres of life in the country. After starting full exploitation of the HPP it will enable to establish dozens of small and medium factories as well as create thousands of new jobs.
Over the years of independence with the view to accomplish plans and programs of the Government of the Republic of Tajikistan aimed at achieving energy independence, as well as realizing noble ideas and objectives of the Head of state to ensure the decent life for the people of Tajikistan, based on order of President Emomali Rahmon on effective hydropower resources management, the country began construction of hydropower stations and high-voltage power transmission lines.
The start of the restoration and construction of “Roghun” HPP, rebuilding of “Norak”, “Sarband”, “Qairoqqum” HPPs, the launch of “Sangtuda-1”, “Sangtuda-2”, “Pomir-1” , “Tojikiston” HPPs at an altitude of 3500 meters above the sea level in remote area of Murghob, Thermal Power Plant “Dushanbe 2”, electric substations “Dushanbe” and “Sughd” with a capacity of 500 KW, power transmission lines South-North, electric and gas insulated switchgear (GIS) with a capacity of 200 and 500 KW within “Norak” HPP, substations “Lolazor”, “Khatlon”, “Ayni”, “Shahriston”, “Shahrinav”, “Geran-2” with a capacity of 200 KW, power transmission lines with a capacity of 200 KW “Lolazor-Khatlon”, “Tajikistan-Afghanistan”, “Khujand-Ayni”, “Qayroqqum-Sughd”, “Ayni-Rudaki”, as well as commencement of an implementation of CASA-100 Project have been among the noticeable achievements Tajikistan has made on the way towards energy independence and have been implemented under the provident policy of Leader of the Nation. Upon an implementation of these projects during the past 10 years the energy system of the country has increased by 1320 MW and more than 1300 kilometers of power transmission lines with a capacity of 220, 500 and 110 KW have been built.
After launching the first unit of the “Rogun” HPP, the Founder of Peace and National Unity – Leader of the Nation, President of the Republic of Tajikistan Emomali Rahmon made speech at the dam construction site before the large number of people who gathered for the launch ceremony of the first unit.
President Emomali Rahmon congratulated all residents of the country and foreign compatriots on this important event.
The head of state, on behalf of the entire Tajik people, on his own behalf and the Government, expressed sincere gratitude to the builders and workers of this grandiose temple of light, who showed courage, heroism and a sense of patriotism in this creative labor field, people’s arena of valor and honor.
It was noted that since the first days of independence the Government of the country in order to ensure the necessary conditions for sustainable development has directed all resources and available opportunities to the construction of power plants. The leadership of state and Government deeply realized that the “Roghun” HPP is the most important factor in the socio-economic development of the country, ensuring a decent life for the people, that is, the prosperous future of our beloved Tajikistan.
Construction and installation works at the “Rogun” HPP are carried out with the involvement of 70 organizations and institutions, well-known domestic and foreign contractors, 22 thousand specialists and workers, more than 90% of whom are citizens of Tajikistan, as well as using 3,600 machines and mechanisms.
The head of state emphasized that along with the commissioning of the first unit of the “Roghun” HPP and the production of first electricity, which we have now witnessed this historic event, many works on other major and auxiliary facilities have been completed to date. In particular, a 500 kV “Dushanbe – Roghun” transmission line has been built and commissioned.
Today and in the future, “Roghun” HPP will be the subject of high pride of every citizen of our beloved Homeland, a source of inspiration, and patriotic feelings of the glorious Tajik people.
In conclusion, the President of the country Emomali Rahmon once again sincerely and wholeheartedly congratulated all the glorious people of independent Tajikistan with the first ray and the first spark given to us by this grandiose palace of light of the nation.
The World Bank Regional Vice President for Europe and Central Asia Cyril Muller, and the Deputy Minister of Foreign Affairs and International Cooperation of Italian Republic Manlio di Stefano made speeches at the solemn ceremony in honor of the commissioning of the first unit of the “Roghun” HPP.
It should be noted with confidence that with the launch of the first hydro unit of the Roghun HPP, the population of the country will be provided with electricity at all times of the year, and the activity of industrial production enterprises in cities and regions of the country will receive a new impetus, and production capacity of sovereign Tajikistan will further increase in the direction of production of competitive and targeted products for export.
According to international experts, the initiative of the Head of the Tajik state in rebuilding of the Rogun Hydropower Plant is the result of a moral achievement, the unique talent of governing the country, endless love for the Motherland and the people, unremitting efforts to ensure a decent life for the people. This initiative will not only provide the country’s energy independence and give an unprecedented impetus to the development of the national economy, but also provide a new quality and content to the life-affirming national idea of the unity of the people of Tajikistan.
Indeed, the Roghun HPP will illuminate our homes and hearts with light and warmth, the new hydroelectric power stations will be built on the rivers of country, vast energy resources and creative efforts of the people under the wise guidance of the Founder of Peace and National Unity – Leader of the Nation, President of the Republic of Tajikistan Emomali Rahmon, makes Tajikistan more beautiful and comfortable, and thanks to this grandiose facility, the Tajik people will stand on a par with the peoples of the advanced and developed countries of the world.

Speech at Roghun HPP First Unit Launch Ceremony

Distinguished Compatriots,
Dear Builders of ‘Roghun’ Hydropower Plant,
Esteemed Guests,
Ladies and Gentlemen,

Today the noble people of independent Tajikistan are overjoyed as their long-awaited desire, i.e. the launch of the first unit of the life-changing ‘Roghun’ Hydropower Plant and start of generation of power in this facility has become true.

This milestone moment shall be recorded with golden letters in the new history of independent and sovereign Tajikistan our current and future generations shall be proud of and honored with it.

I offer my heartfelt congratulations on this occasion to all of the residents of our country, compatriots abroad. May I commend the constructors of this grand facility of light, who have bravely and patiently demonstrated high sense of national dignity and patriotism in the field of creative efforts and the scene of national dedication and extend my gratitude on behalf of the Government of Tajikistan!

With all financial and economic difficulties and by feeling its high responsibility before the people of Tajikistan, the Tajik Government has channeled every possible effort and resources for construction of the power plant and creating a favorable working environment for its specialists and staff since the beginning of the construction activities. We have done so as it was clear to us that ‘Roghun’ HPP is the most important factor of socio-economic development, decent life of people, i.e. future prosperity of our beloved Tajikistan.

Thanks to the measures undertaken by the Government in this regard as well as the hard and dedicated efforts made by the builders of this historical facility the day is not far away when we will achieve one of our national strategic objectives - energy security - as the main prerequisite for addressing our country’s major socio-economic issues. This project is also of a particular significance for expanding regional cooperation since it will serve all countries of the region by using renewable energy sources and generating environmentally clean power and its reservoir will play an important role for regulation of water resources, particularly during low-water seasons and droughts.

The construction and installation activities in this power plant have been implemented according to international standards based on well-grounded studies conducted by highly qualified and experienced experts and involvement of globally prominent companies. We would like to reassure you all to follow in this way until the full completion of the project.

Let me emphasize that we spent almost six years for the project studies conducted by top-notch specialists and experts of the World Bank Group.

As a result of the international tender, we trusted the Italian Company of ‘Salini Impregilo’ to construct the plant’s dam, which requires highest level of professionalism and expertise.

As our dear compatriots remember, we diverted the Vakhsh river on 29 October 2016 and thereby laid a firm foundation for the construction of the coffer-dam for the 335meter dam of the power plant.

Up to date the cavern powerhouse and transformers constructed and some units installed, are unique in the world.

I would like to deliver my sincere gratitude on behalf of the Government and people of Tajikistan to international financial institutions, all of the local and international engineers and specialists, including heads and staff of reputable international companies, who installed the water-wheel generators in the facility’s sixth unit professionally and in a timely manner, and now have been continuing such activities in the fifth unit of the asset.

Construction and installation activities in the ‘Roghun’ HPP are implemented with involvement of 67 organizations and entities, famous local and international contractors and a total of more than 22 000 specialists and workers, 90% of whom are Tajik citizens, as well as 3600 units of machinery.

It is worthwhile noting that the construction of this power plant requires every person participating in this process, primarily tunnel heading specialists and overall all specialists and workers to work hard and be courageous, since 90% of activities are implemented under the ground.

Indeed, the construction of ‘Roghun’ HPP is a unique school for all local and international companies. It provided an opportunity to train thousands of Tajik specialists with expertise for the international market of construction of hydropower plants. I am confident that the Tajik specialists will be able to apply their great experience in this area not only in our country, but also in other countries widely in the future.

Dear Compatriots,

During 27 years of our independence, we completed 25 projects amounting 23bn Tajik Somoni and nine projects amounting 6bn Tajik Somoni are ongoing to increase our country’s energy generation capacity, enhance the energy system, ensure quality and reliable energy supply of the different social and economic sectors, and customers’ continuous access to power, and reduce energy loss.

In parallel with the activities aimed at launching the first unit of ‘Roghun’ HPP and starting generation of initial electricity in this facility that we now witness, we also implemented many activities in other main and auxiliary entities of this project. These activities include the construction and commissioning of ‘Roghun-Dushanbe’ 500 kw/h power transmission line amounting 745m Tajik Somoni and the HPP substation amounting 630m.

Thanks to these facilities, we connected the ‘Roghun’ HPP to Tajikistan’s unified power grid several minutes ago and the electricity generated in this asset outreached the households of every resident of our country.

Construction and installation activities in the first and second diversion tunnels of this facility completed fully and its third tunnel, which was planned to be constructed during the potential water-abundant season to ensure the facility’s safety as recommended by the World Bank experts, was constructed according to the schedule.

The activities in diversion and auxiliary tunnels are also expanded to ensure the launch of other units of the hydropower plant and it is my firm belief that we will commission the plant’s second unit in 2019 as it is scheduled.

Let me note that the today event is only the beginning of our efforts and we still need substantive amount of time and activities to accomplish our objectives fully. Given our experience and outcomes we achieved I can reassure you that we will complete the construction of the ‘Roghun’ HPP within the defined timeframe.

The Government of Tajikistan has spent 24bn Tajik Somoni from the public budget since the beginning of construction activities in the facility. We spent 3.5bn Tajik Somoni from 2016 to present for the cofferdam construction alone.

The noble people of Tajikistan remember very well that back on 5 January 2010 I encouraged them to contribute to construction of the ‘Roghun’ HPP – the source of light and heating for their households.

I would like to take this joyful opportunity and offer my heartfelt gratitude to everyone, who got on board with my request and procured the power plant’s stocks and facilitated the construction activities in it.

In this glorious day, I would like to extend my felicitation to all of the foreign companies, which make hard efforts in this crucial facility hand by hand with the Tajik builders, also to members of the Supervisory Board of ‘Roghun’ HPP Joint-Stock Company, and wish them further achievements and success in their endeavors.

The strong will and desire of patriotic and dedicated children of our nation, which we feel in this field of hard work, hold us out a strong hope to prosperous future of our beloved Tajikistan.

The time will come, when our children and we will proudly say that we constructed the ‘Roghun’ HPP – the grand light facility of our nation by our own labor, i.e. efforts of our glorious nation and in cooperation with the best adepts of this area from various countries of the world.

After the ‘Roghun’ HPP starts operating in its full capacity, will turn into a grand facility of light and heat that will make the long-awaited desire of our civilization creature nation true, and all wishes and plans of the noble Tajik people will translate into reality.

“Roghun” will be the pride of every citizen of our country now and in the future, it will be the source of patriotism and dedication, as well as warm feelings and honor of the Tajik nation!

The Founder of Peace and National Unity – Leader of the Nation, President of the Republic of Tajikistan Emomali Rahmon and Dushanbe Chairman Rustami Emomali attended a gala concert to mark the launching of the first hydro unit of the Roghun hydropower plant at the Navruzgoh Complex of Dushanbe.

The head of state once more congratulated every resident of our country and our compatriots abroad on the initial power generated in ‘Roghun’ HPP – the bright light of the households of Tajik people and glittering future of our beloved Motherland.

The President of our country noted that the launch of the first hydro unit of ‘Roghun’ Hydropower Plant is a memorable and milestone event for every resident of Tajikistan.

The Leader of the Nation, Emomali Rahmon, spoke about the efforts and measures taken by the Government of the Republic of Tajikistan in the period of independence to achieve sustainable development and ensure a decent life of the people.

It was emphasized that, after establishment of peace and stability in our country, the Government of Tajikistan decided to start this grand project regardless of the uneasy financial and economic situation of our state. Without construction of ‘Roghun’, we would not be able to meet the continuously growing demand of population and various sectors of our economy in electricity and ensure sustainable socio-economic development of our country. Thus, the ‘Roghun’ HPP is the most important driver of future development of Tajikistan and decent life of our people.

We prioritized the hydropower sector development in our economic policy and defined energy security as one of our national strategic objectives to particularly ensure our country’s sustainable development and steadily improve the population’s living standards.

It was emphasized that the demographic growth, increase in the number of production industries, in one word, development of the national economy and growing demand in power requires to increase its generation in the country. During 27 years of independence the power consumption by public increased by 3,5 times and this indicator made 5.7bn kw/h in 2017. Currently the population’s share constitutes more than 42% of the local power consumption.

"Roghun" was named by Leader of the country as the source of light for every household, warm-heartedness of every citizen of our country, source of pride of the Tajik people, pledge of sustainable development of Tajikistan and reputation of the sovereign state of Tajiks.

The head of state offered his gratitude to all the constructors of this life-changing facility, our citizens and compatriots abroad for their dedicated efforts in raising this grand construction of the century.

Уважаемые члены Маджлиси милли и депутаты Маджлиси намояндагон!
Дорогие соотечественники!

Республика Таджикистан, несмотря на изменения в мире в политической и экономической сферах и в области безопасности, делает устойчивые шаги по пути поступательного экономического развития, достижения стратегических целей во имя обеспечения достойной жизни народа.

Однако нас настораживает то, что в последнее время в мире наблюдаются проявления гегемонизма, стремительного перевооружения и признаки начала нового этапа «холодной войны».

В текущем году в различных точках планеты продолжались конфликты и волнения, в связи с чем этот год стал тяжелым и противоречивым периодом для мирового сообщества.

За этот период более чем ста государств мира подверглись бесчеловечным и жестоким атакам террористов и экстремистов.

Реальность такова, что география распространения конфликтов ширится все больше, глобальные вызовы сегодня оказывают давление на фундаментальные основы миропорядка и принципы международных отношений.

Дальнейшее продолжение этой ситуации может привести к углублению вызовов и угроз в политической, экономической и гуманитарной сферах и в области безопасности в различных регионах мира.

В настоящее время наша страна предпринимает эффективные меры по формированию соответствующего внутреннего и внешнего потенциала для своевременного реагирования на глобальные вызовы и угрозы

В этом процессе для Республики Таджикистан весьма важным является еще большая интеграция с мировым и региональным сообществом, международными и региональными организациями, а также налаживание широкого сотрудничества с ними.

Мы выступаем за справедливую мировую систему, свободной от войн и конфликтов, за укрепление равноправного сотрудничества и партнерства всех стран мира, за обеспечение мировой и региональной безопасности путем конструктивного диалога на основе положений Устава ООН.

С учетом нынешних реалий и с целью обеспечения устойчивой безопасности, мы готовы к широкому сотрудничеству с международными и региональными организациями и странами - партнёрами в деле предотвращения растущих угроз терроризма, экстремизма и других вызовов современного мира.

С этой целью в сотрудничестве с Организацией Объединенных Наций, Европейским союзом, Организацией по безопасности и сотрудничеству в Европе запланировано проведение в мае 2018 года в Душанбе Международной конференции высокого уровня по вопросам совместной борьбы с терроризмом, экстремизмом и радикализмом.

Анализ современной ситуации в мире и тенденций в сфере международных отношений подтверждает правильность выбранного нами внешнеполитического курса на основе продвижения национальных интересов страны.

Политика «открытых дверей» как краеугольный камень наших отношений с современным миром доказала свою реалистичность, выверенность и прагматичность.

Эта политика позволила расширить круг партнёров Таджикистана и создала благоприятную основу для эффективного участия нашей страны в деятельности международных и региональных организаций.

Мы продолжим эту политику и в дальнейшем предпримем необходимые меры для укрепления сотрудничества со всеми странами мира.

В этом процессе важным представляется защита интересов Таджикистана в экономической и социальной сферах, в области безопасности, а также меры по привлечению зарубежных инвестиций для реализации крупных инфраструктурных проектов, создание благоприятных внешних условий для устойчивого развития страны и обеспечения её безопасности.

Для достижения этих целей, а также решения вопросов, связанных с водой, наша страна выступила с рядом созидательных инициатив на международной и региональной арене.

В результате, по международным оценкам, Таджикистан признан мировым инициатором решения глобальных водных проблем в течение двух прошедших десятилетий.

Последовательное продвижение дипломатии водного сотрудничества мы считаем реальным фактором решения существующих в этой сфере проблем, и будем продолжать исполнять эту ведущую роль в следующем десятилетии.

В 2018 году, в дни празднования международного Навруза и Всемирного дня воды – 22 марта - официально стартуетпроцесс реализации нашей новой глобальной инициативы – Международное десятилетие действий «Вода для устойчивого развития, 2018-2028 годы».

В связи с этим во многих странах мира, в том числе и в нашей стране, пройдут важные мероприятия.

Республика Таджикистан за весь период своей независимости, признавая широкое региональное сотрудничество важнейшим способом решения торгово-экономических, социальных и экологических вопросов, обеспечения безопасности и стабильности в Центральной Азии, неизменно выступает за укрепление отношений между народами региона на основе дружбы и взаимного доверия.

Общность целей и задач, которые стоят перед нашими государствами, диктует необходимость создания в регионе благоприятного климата для свободного передвижения людей, беспрепятственного перемещения капиталов, инвестиций и трудовых ресурсов.

С опорой на этот принцип мы также можем развивать наше сотрудничество в сфере безопасности, общими усилиями противостоять современным глобальным угрозам и вызовам в регионе.

Мы уверены, что созидательная региональная интеграция отражает интересы всех государств и народов Центральной Азии.

Во внешней политике Республики Таджикистан укрепление и развитие устойчивых и долгосрочных двусторонних отношений со странами - членами Содружества Независимых Государств имеет стратегическое и особое значение.

Таджикистан взял на себя председательство в СНГ на 2018 год.

Встречи глав государств и правительств стран-членов этой организации, которые пройдут в следующем году в Таджикистане, являются важнейшими мероприятиями нашего председательства.

В нашей стране также состоятся Международная конференция высокого уровня по реализации Международного десятилетия действия «Вода для устойчивого развития, 2018-2028 годы» и заседание глав правительств стран-участниц ШОС, которые возымеют важное значение.

Отношения Таджикистана с ключевыми государствами и другими странами Азии принимают партнерский характер, что является ясным подтверждением позитивности наших целей.

Мы и впредь будем продолжать наши отношения со всеми странами Азиатского региона в этом созидательном духе.

Мы считаем, что оказание помощи Афганистану в деле экономического восстановления и социального развития является лучшим путем для установления мира и стабильности в этой стране, а также обеспечения безопасности в регионе.

Поэтому, мы призываем мировое сообщество увеличить свою практическую помощь и поддержку этой стране в социально-экономическом развитии и улучшении ситуации с безопасностью в ней.

Таджикистан и впредь будет стремиться к расширению бескорыстного сотрудничества с Правительством соседней страны по всем этим направлениям.

Особое место во внешней политике Республики Таджикистан занимает сотрудничество со странами Европы и Америки.

Мы выступаем за дальнейшее развитие отношение Таджикистана с этой группой стран, которые являются нашими важными международными партнерами, на основе принципов взаимопонимания, уважения друг к другу и взаимовыгодности.

Наряду с этим, наша страна предпринимает меры с целью активизации отношений сотрудничества со странами Африки и Латинской Америки.

Стремительные геоэкономические изменения в современном мире привели к росту значения экономической дипломатии.

Поэтому эффективное и умелое применение средств экономической дипломатии для достижения национальных и государственных целей является одним из приоритетных направлений во внешней политике Таджикистана.

Развитие экономического сотрудничества с региональными и мировыми партнерами, международными и региональными кредитно-финансовыми структурами должно находиться в центре внимания Правительства страны и его соответствующих органов.

Правительству страны необходимо в рамках международных и региональных организаций предпринять необходимые меры с целью активного привлечения этих организаций для практической реализации важных программ и проектов страны, в том числе Национальной стратегии Республики Таджикистан на период до 2030 года.

В рамках дальнейшего продвижения сотрудничества с зарубежными странами министерствам и ведомствам необходимо наладить более продуктивную работу по защите национальных интересов страны, привлечению зарубежных инвестиций, в том числе и прямых, а также новых технологий.

На данном этапе надо придать новый импульс деятельности нашего государства в направлении развития гуманитарного и культурного сотрудничества со странами мира.

Таджикская нация, имея древние традиции и богатую культуру, внесла достойный вклад в мировую цивилизацию.

Такие наши добрые традиции и национальные праздники, как Навруз, Мехргон и Сада, на протяжении истории служили утверждению созидательных духовно-нравственных ценностей.

Поэтому важно, чтобы духовные и материальные достижения нашего славного народа были включены в международный перечень ЮНЕСКО и в дальнейшем возвышали цивилизаторскую роль таджикской нации.

В этой связи Министерство иностранных дел призвано более настойчиво прилагать усилия для продвижения задач и целей внешней политики страны и развития диверсифицированных отношений со странами мирового сообщества, международными и региональными организациями.

Дорогие соотечественники!
Уважаемые присутствующие!

Правительство страны направляет все ресурсы и возможности для реструктуризации и создания социально-экономической инфраструктуры, внедрения современных технологий, решения вопросов, связанных со сферами водообеспечения и энергетики, особенно с использованием возобновляемых источников энергии и внедрением «зеленой экономики», создания благоприятных условий для инвестирования и предпринимательства, развития частного сектора и обеспечения верховенства закона.

Мы должны и впредь стремиться к защите экономических интересов страны, эффективному и рациональному использованию возможностей и ресурсов, нахождению новых источников экономического роста, повышению конкурентоспособности отечественного производства и реализации инновационных технологий.

С этой целью в стране созданы благоприятные условия, принимаются и внедряются государственные стратегии и программы.

В течение двух последних лет реализуется «Национальная стратегия развития Республики Таджикистан в период до 2030 года», приоритетные меры начального её этапа включены в «Программу среднесрочного развития Республики Таджикистан на 2016-2020 годы» и общие показатели экономического развития успешно выполняются.

Для достижения намеченных задач в этот период за счет государственного бюджета выделено более 36 миллиардов сомони, а на 2018-2020 годы на эти цели запланировано направить почти 70 миллиардов сомони.

В своем Послании в прошлом году я подробно остановился на достижениях Таджикистана за 25 летний период государственной независимости.

Сейчас я хочу обратить ваше внимание на достижения и имеющиеся недостатки и задачи на следующий год.

В текущем году макроэкономические показатели находились на устойчивом уровне, темп реального экономического роста составил 7 процентов и объем валовой внутренней продукции достиг 60 миллиардов сомони.

Согласно перспективам в следующие три года объем валовой внутренней продукции увеличится на более чем 30 процентов и достигнет 82 миллиардов сомони.

В связи с этим, Правительству страны необходимо всесторонне проанализировать итоги двух лет реализации программы, и в дальнейшем использовать все имеющиеся возможности для качественного её осуществления.

В тоже время, необходимо значительно поднять уровень эффективности и конкурентоспособности всех мощностей и продолжить реформирование сфер национальной экономики.

В 2017 году объем валовой внутренней продукции на душу населения по сравнению с предыдущим годом увеличился на 12 процентов, а по сравнению с намеченными программными показателями на 8 процентов, а денежные доходы населения возросли на 10 процентов.

Темпы роста отраслей национальной экономики, в том числе промышленности было обеспечено на 21,5 процента, сельского хозяйства – 7,2 процента, финансирования в капитальное вложение – 6 процентов, розничной торговли - 6,6 процента, платного обслуживания – 1,8 процента, а инфляция сохранилась на уровне 6,3 процента.

Доходная часть государственного бюджета в целом была выполнена, объем бюджета на 2018 год составит 21,3 миллиарда сомони, что по сравнению с 2017 годом больше на 7,3 процента.

Хотя, в течение 11 месяцев 2017 года экспорт по сравнению с этим периодом прошлого года увеличился на 35,4 процента а импорт уменьшился на 10 процентов, этот показатель не может нас удовлетворить, так как большая часть продукции экспортируется без конечной переработки.

Поэтому, следует обратить особое внимание вопросам развития экспорта, ускорения диверсификации производства, нацеленного на экспорт и на основе имеющихся возможностей принять необходимые меры для конечной переработки сельскохозяйственной продукции, в том числе хлопка, овощей и фруктов, полезных ископаемых, металлов и драгоценных камней.

В государственном бюджете учтены его социальные задачи и Правительство страны регулярно осуществляет меры с целью повышения уровня жизни народа.

С учетом развития экономики страны и сегодняшних финансовых возможностей с 1 сентября 2018 года заработная плата работников бюджетных отраслей будет увеличена.

В частности, заработная плата работников органов власти и государственного управления, учреждений образования, науки, культуры, спорта, здравоохранения, учреждений сферы социальной защиты и других бюджетных учреждений и организаций будет повышена на 15 процентов, а также заработная плата работников правоохранительных органов и военнослужащих на 10 процентов.

Минимальный и максимальный размер пенсии по возрасту и базовая пенсия, а также трудовая пенсия граждан в среднем будут повышены до 15 процентов, а также стипендии студентов и другие виды стипендий на 15 процентов.

С целью эффективного и целевого использования бюджетных средств, контроля и обеспечения прозрачности их расходов в настоящее время проводится реформа управления государственными финансами.

Для осуществления этой реформы мы используем бюджет, нацеленный на развитие страны.

Бюджет развития наряду с выполнением возрастающих социальных обязательств государства способствует развитию инновационной и инвестиционной деятельности, качественной реализации отраслевых программ и созданию объектов инфраструктуры.

Для повышения эффективности использования финансовых ресурсов целевого распределения и их использования возникает необходимость усиления работ в направлении реализации программного бюджетирования.

В ходе этого необходимо придавать серьезное значение современным методам оценки принятых стратегий и программ, а программное финансирование в дальнейшем осуществлять по их результатам и эффективности.

Осуществление мер по упорядочению главных распределителей бюджетных средств даст возможность повышать эффективность деятельности государственных органов, обеспечить контроль за прозрачностью использования государственных финансов и реализацией отраслевых программ.

Подобные меры будут способствовать усовершенствованию инвестиционного процесса на местах.

Надо отметить, что объем местных бюджетов в 2017 году достиг 5,3 миллиардов сомони, в котором доля поддержки за счет республиканского бюджета составила 16,7 процента.

Несмотря на это, анализ качества исполнения бюджета и программ социально-экономического развития в городах и районах показывает, что реальные возможности на местах не учитываются.

Поэтому исполнительные органы государственной власти в областях, городах и районах должны принять конкретные меры для повышения эффективности и обеспечения прозрачности использования бюджетных средств, а также для формирования дополнительных источников пополнения местного бюджета.

С целью упрощения, облегчения и прозрачности процесса налогообложения Правительству страны необходимо принять меры по усовершенствованию системы налогового администрирования.

Вместе с тем, формы представления статистических отчетов и механизм сбора статистической информации должны совершенствоваться.

Состояние кредитно-денежной системы страны, в особенности давление на курс национальной валюты, неустойчивость банковского капитала, недостаточный уровень кредитования национальной экономики и привлечения инвестиций вынуждают нас принять неотложные меры в этом направлении.

В текущем году объем кредитования со стороны банков по сравнению с 2016 годом снизился на 4 процента

Такое положение возникло в результате недостаточной деятельности, безответственности руководителей ряда коммерческих банков, в том числе «Агроинвестбанка» и «Точиксодиротбанка».

После государственной рекапитализации двух системообразующих банков с целью улучшения их финансового положения и выдачи сбережений клиентам был проделан ряд работ.

Но проделанных работ недостаточно для полного оздоровления финансового состояния этих банков.

Поэтому Правительству страны необходимо в кратчайшие сроки подготовить и реализовать план мероприятий по реструктуризации и оздоровлению деятельности акционерных обществ «Точиксодиротбонк» и «Агроинвестбонк».

Сбережения кредитных организаций к 30 ноябрю 2017 года составили почти 9 миллиардов сомони, что по сравнению с тем же периодом 2016 года меньше на 464 миллионов сомони или на 5 процентов.

Анализ структуры выделенных в течение 11 месяцев 2017 года кредитов показывает, что его объем на производственное предпринимательство увеличился всего на 4 процента, а в сферах обслуживания на 43 процента.

Такое состояние оказывает отрицательное влияние на уровень развития реальных сфер экономики и особенно процесса индустриализации в стране.

В связи с этим Национальному банку необходимо принять конкретные меры в части проведения надлежащей денежно-кредитной реформы, сохранения стабильности курса национальной валюты, уровня цен, деятельности банков, контроля за соблюдением банковского законодательства и его совершенствования, снижения уровня рисков и внедрения корпоративных методов управления.

С целью регулирования платежных услуг, упрощения и прозрачности операций, уменьшения использования наличных денег в обращении и расширения безналичного расчета в стране осуществляются необходимые меры.

В этом направлении необходимо с учетом международного опыта формировать соответствующую инфраструктуру.

Но, анализ показывает, что хотя в уходящем году число обладателей банковских платежных карт в стране увеличилось на 5,5 процентов и составило 1,7 миллионов человек, в то, же время 95 процентов операций по платежным картам связаны со снятием наличных денег.

В связи с этим Национальному банку необходимо усилить контроль за реализацией Стратегии развития платежной системы страны, принять меры по установлению платежных терминалов и широкого использования платежных карточек.

Вместе с тем с целью обеспечения здоровой конкуренции на рынке банковского обслуживания и доступности населения к финансовым средствам, а также большего привлечения капитала в эту сферу, минимальный требуемый уставной капитал для вновь образованных банков, что сегодня составляет 80 миллионов сомони, необходимо установить в размере 50 миллионов сомони.

За последние два года в национальную экономику из всех источников инвестирования было направлено и освоено 22 миллиарда сомони, из которых 6 миллиардов составляют средства проектов государственных инвестиций.

В этот период для осуществления 26 проектов по развитию энергетической, транспортной и социальной инфраструктур были подписаны и осуществлены 40 кредитных и грантовых соглашений на сумму 7 миллиардов сомони.

В связи с этим Государственному комитету по инвестированию и управлению государственным имуществом необходимо установить серьезный контроль в направлении качественной, прозрачной и своевременной реализации проектов.

Согласно программных документов, доля частного сектора в общем объеме капиталовложений до 2020 года будет увеличена в 2 раза.

Эта цель побуждает нас придавать первоначальное значение вопросам создания благоприятного климата и внедрения методов стимулирования деятельности предпринимательства и капиталовложения на местах.

С учетом анализа особенностей каждого региона, природных и человеческих ресурсов, климата и условий их расположения необходимо активизировать разработку и реализацию различных инвестиционных проектов.

Поэтому Правительство страны должно внедрить методы оценки деятельности исполнительных органов государственной власти в областях, городах и районах по их вкладу в создание благоприятного климата для предпринимательства, образования новых рабочих мест и активизации частного капиталовложения.

Государственному комитету по инвестициям и управлению государственным имуществом необходимо совместно с местными исполнительными органами государственной власти принять конкретные меры для организации центров и курсов повышения правовой и финансовой грамотности предпринимателей, их профессионального уровня и опыта.

Наряду с этим необходимо развивать деятельность свободных экономических зон с учетом привлечения инвестиций и создания инфраструктуры.

Правительство страны должно изучать проблемы, с которыми сталкиваются свободные экономические зоны и принять дополнительные меры по укреплению их деятельности и образованию новых свободных экономических зон на территории страны.

На встрече с предпринимателями и инвесторами, которая прошла 14 октября, были подробно обсуждены достижения и недостатки в сфере, а все предложения предпринимателей были изучены и сейчас осуществляется план мероприятий по ним.

Еще раз хочу подчеркнуть, что несмотря на всестороннюю поддержку государства еще наблюдаются случаи несоблюдения законодательства со стороны некоторых субъектов предпринимательства.

В результате проверок в 2016-2017 годах выяснилось, что сумма скрытых налогов со стороны хозяйственных субъектов составила 1,6 миллиардов сомони.

На основе постановления Правительства страны от 27 мая 2017 года необходимо за счет 4-х структур и служб Министерства сельского хозяйства образовать Комитет по продовольственной безопасности при Правительстве Республики Таджикистан и на базе трех служб Министерства здравоохранения и социальной защиты населения - Государственную службу здравоохранения населения.

Образование упомянутых структур будет способствовать сокращению дублирующих функций, координации проверок, экономии бюджетных средств и сокращению препятствий для предпринимательской деятельности.

Согласно действующим законам, в настоящее время деятельность хозяйственных субъектов подвергается проверкам со стороны 78 проверяющих и контролирующих органов, структур дающие разрешения и лицензии, а также органов правопорядка.

По причине того, что проверкам в основном подвергаются юридические лица, за 9 месяцев 2017 года на каждого действующего юридического лица приходилось по 5 проверок.

Для того, чтобы упразднить безосновательные повторные проверки и создать благоприятный климат развитию предпринимательства считаю необходимым, на все проверки деятельности производственных предпринимателей, кроме плановых проверок налоговых органов, Генеральной прокуратуры, Счетной палаты, Агентства государственного финансового контроля и борьбы с коррупцией, Национального банка в течение двух последующих лет объявить мораторий.

Уважаемые депутаты!

С учетом изменений ситуации и требований мирового рынка и необходимости устойчивого экономического развития одной из важнейших задач считается развитие промышленности и конечная переработка её продукции.

Напомню, что дальнейшее продвижение страны предвидится в индустриальной и инновационной форме, в достижении этой цели очень важным представляется повышение эффективности переработки и конкурентоспособности отечественной продукции с использованием современных технологий.

Поэтому Министерству промышленности и новых технологий необходимо на основе изучения мощностей и возможностей регионов и определения приоритетных направлений промышленного производства с целью увеличения объема переработки сырья до конечной продукции активно реализовать отраслевые программы.

Для развития деятельности промышленных предприятий и обеспечения их высококвалифицированными кадрами необходимо активизировать взаимодействие средних и высших профессиональных учебных заведений с промышленными предприятиями в целях подготовки кадров по техническим и технологическим профилям.

В 2017 году в стране были построены и сданы в эксплуатацию 150 промышленных предприятий, при этом создано 3 тыс. рабочих мест.

В этот период производство хлопковой пряжи увеличилось на 2,8 раза, ковров и ковровых изделий на 1,6 раз, и тканей на 42 процента, что является результатом усилий Правительства страны с целью достижения конечной переработки отечественного продукции.

В связи с этим необходимо для обеспечения текстильных предприятий страны отечественным сырьем и доведения до конечной переработки хлопкового волокна принять дополнительные меры, последовательно увеличивать производство хлопка-сырца.

Анализ структуры промышленной продукции показывает, что в стране последовательно увеличивается производство угля и в этом году впервые за годы независимости этот показатель достиг 1,7 миллионов тонн.

В 2017 году, несмотря на то, что развитие промышленности было обеспечено на 21 процент, сократилось производство 36 видов продукции.

Такое положение осложняет выполнение государственной программы содействия экспорту и импортозамещению.

Анализ показывает, что развитие экспорта в стране происходит за счет промышленных предприятий, созданных в последние годы.

Только в течение в 2016-2017 годах экспорт минеральной продукции увеличился в 2,5 раза, и его доля составила 45 процентов.

Такое положение свидетельствует о том, что диверсификация экспорта не обеспечена в должной мере, что усиливает зависимость страны от внешних факторов.

Поэтому Правительству страны необходимо для изучения возможностей увеличения объема производства экспортной продукции с высокой добавленной стоимостью и налаживания производства товаров замещающие импорт, принять меры и разработать проект Закона Республики Таджикистан «О поддержке экспорта и повышения конкурентоспособности».

Уважаемые присутствующие!

Таджикистан на мировой арене считается одной из стран, реализующей принципы «зеленой экономики» и с точки зрения использования возобновляющихся источников энергии находится среди 6 передовых стран планеты, так как 98 процентов электроэнергии у нас производится гидроэлектростанциями.

Наряду с созданием новых гидросооружений сегодня в стране возникла необходимость реконструкции действующих гидроэлектростанций, что требует большого капиталовложения.

Реализация проекта реконструкции гидроэлектростанции «Нурек» намечена в 2 этапа с привлечением 6 миллиардов сомони (равнозначно 700 миллионов долларов США), первый этап которого уже начался.

В направлении реализации проекта реконструкции гидроэлектростанции «Сарбанд» начаты работы на сумму 1,1 миллиарда сомони и первый его агрегат будет запущен в 2018 году.

«Кайракумская» ГЭС является одной из старейших электростанций, который эксплуатируется с 1957 года.

Для реконструкции этой гидроэлектростанции привлечены 600 миллионов сомони и согласно проекта, работы начнутся в следующем году.

В целом для реконструкции действующих электростанций в стране направлено более 8 миллиардов сомони (почти 1 миллиард американских долларов).

Для строительства гидроэлектростанции «Рогун» в 2017 году из всех источников было затрачены средства на общую сумму 4 миллиарда 700 миллионов сомони, а 2018 году с этой целью намечено выделение 5 миллиардов сомони.

Кроме того, в настоящее время для восстановления энергетической системы страны и создания необходимой инфраструктуры для экспорта электричества продолжается реализация 7 государственных инвестиционных проектов на сумму 8,1 миллиардов сомони, а в целом для развития сферы направлены более 21 миллиардов сомони (то есть 2 миллиарда 400 миллионов американских долларов).

В результате усилий Правительства страны в этом направлении мы впервые в период независимости смогли в осенне-зимний период без ограничений обеспечивать население страны и социально-экономические сферы электроэнергией.

Вместе с тем потребителям и всем гражданам страны необходимо добиваться сокращения потери электроэнергии, её экономного использования, в том числе посредством широкого использования энергосберегающих технологий.

В этом случае мы сможем в течение 3 будущих лет полностью добиться энергетической независимости.

Поэтому Правительство страны обязуется принять необходимые меры для совершенствования системы организации и управления энергоснабжения, в том числе по вопросу реорганизации структуры Компании «Барки Точик», учета и снижения технической потери электроэнергии, повышения культуры рационального использования электроэнергии.

Средний тариф одного киловатт-часа электроэнергии для населения в странах членов СНГ, таких как Казахстан составляет 30 дирамов, Россия – 38-40 дирамов, Беларусь – 44-45 дирамов, Узбекистан – 53-55 дирамов, Армения – 80 дирамов, в странах Европы, в частности Дании, Германии, Бельгии и других даже 2,8-3 сомони. В нашей стране стоимость одного киловатта-часа электроэнергии составляет всего 17 дирамов.

Уважаемые депутаты!

Правительство страны для преобразования Таджикистана до 2030 года в транзитную страну в период независимости реализовало государственные инвестиционные проекты с привлечением более 12 миллиардов сомони.

В настоящее время продолжается реализация государственных инвестиционных проектов по реконструкции трасс Душанбе-Курган-тюбе, Худжанд-Исфара, Куляб-Шамсиддин Шохин, Шкев-Калъаи Хумб, Темурмалик-Балджуан-Ховалинг и других участков на сумму 7,7 миллиардов сомони.

Проекты по реконструкции и строительству автомобильных дорог Обигарм-Нурабад (86 км), Калъаи Хумб-Вандж (93 км), участка Худжанд-Канибадам по трассе Худжанд-Исфара (130 км), Курган-тюбе-Дангара-Куляб (155 км), в общей сложности более 500 км находятся в стадии изучения и проектирования.

Согласно рейтингу Всемирного экономического форума, в рамках показателей международной конкурентоспособности Таджикистан по качеству дорог и развитию инфраструктуры занимает хорошую позицию и в этом направлении оценивается как передовая страна в регионе.

Но, несмотря на это, в направлении строительства дорог, отвечающих международным стандартам, мы должны проделать еще много работы.

Как я отмечал в своем послании в прошлом году, в среднесрочный период планируется реконструкция и восстановление более 2 тыс. км автомобильных дорог в соответствии с международными стандартами.

Вместе с тем, еще раз хочу подчеркнуть, что ремонт, реконструкция и содержание внутригородских, межрайонных, поселковых и сельских дорог являются задачей исполнительных органов государственной власти областей, городов и районов и в этом направлении работы должны быть усилены.

В связи с этим Министерству транспорта необходимо совместно с соответствующими структурами и органами и с привлечением внутренних и внешних инвестиций разрабатывать и внедрять необходимые проекты по созданию приграничных терминалов и логистических центров, транспортных коридоров, добиваться соответствия уровня обслуживания международным стандартам.

Обеспечение населения качественной продукцией, что является основным гарантом здоровья людей относится к числу важных задач.

Однако наблюдаются случаи ввоза разными путями на потребительский рынок страны недоброкачественной продукции, которая наносит вред здоровью граждан.

Правительству страны поручается с целью совершенствования системы государственного санитарного и фитосанитарного контроля, стандартизации, сертификации и ветеринарного контроля провести необходимые структурные изменения.

Для предотвращения ввоза некачественных и нестандартных товаров и продукции уполномоченным органам необходимо принять неотложные меры по неукоснительному соблюдению Закона Республики Таджикистан «О защите прав потребителей», разработать и осуществить Программу безопасности продовольственных товаров.

Согласно данным Генеральной прокуратуры, деятельность рабочей группы по проверке качества ввозимой продукции в 196 торговых компаниях показало, что ежегодно в страну ввозится 500-600 тонн различных игрушек из 20 государств мира, 95 процентов которых по качеству не соответствуют требованиям безопасности и опасны для здоровья детей.

С целью развития сферы птицеводства в стране и обеспечения потребительского рынка качественной отечественной продукцией, важно принять стимулирующие меры и предоставить налоговые льготы.

В этой связи сфера птицеводства как важный источник производства продовольственной продукции, объявляется одним из приоритетных направлений, а импорт технологии, оборудования и материалов для обеспечения сферы освобождается от всех налогов и выплат.

Вместе с тем технология сохранения мясной продукции находится не на должном уровне и не отвечает принятым нормам, поэтому предпринимателям необходимо принять меры и в этом направлении.

В последние годы увеличивается производство фруктов и овощей, но его экспорт за последние 11 месяцев снизился на 23 процента.

Отсюда следует, что несмотря на большую потребность основных торговых партнеров страны на наши экологически чистые фрукты и овощи, существующие возможности в плане переработки, упаковки и их экспорта не используются в должной мере, и поэтому соответствующим органам и структурам необходимо регулярно принимать меры по решению данного вопроса.

Правительству страны поручается с учетом реальных потребностей страны на продовольственную продукцию и доступа населения к качественным продуктам, разработать и внедрить новую государственную программу продовольственной безопасности.

Эффективное использование воды и земли, наращивание объема производства сельскохозяйственной продукции невозможно без новых технологий и соблюдения современных правил агротехники по выращиванию сельхозкультур.

За последние 5 лет импортировано более 10 тыс. сельскохозяйственной техники и оборудования на сумму 570 миллионов сомони и реализованы льготы в объеме более чем на 200 миллионов сомони.

В связи с этим Правительство страны, Министерство промышленности и новых технологий обязуются принять меры в направлении создания совместных предприятий по производству техники сельскохозяйственного назначения внутри страны.

Министерству сельского хозяйства, Государственному комитету по землеустройству и геодезии, Агентству по мелиорации и ирригации, местным исполнительным органам государственной власти необходимо принять меры с привлечением отечественных и зарубежных предпринимателей для улучшения мелиоративного состояния земель, внедрения интенсивных методов сельскохозяйственного производства, полного введения в сельхозоборот богарных земель, особенно повышения культуры земледелия.

Наряду с этим необходимо также принять меры по увеличению площадей садов и виноградников и тем самым увеличить производство экологически чистых, отвечающих мировым стандартам и нацеленных на экспорт фруктов.

В этом направлении важным является с привлечением внутренних и внешних инвестиций создание предприятий по переработке сельхозпродукции, логистических центров и соответствующих хранилищ, а также улучшение маркетинга.

Дорогие присутствующие!

Туризм считается одной из важнейших сфер по обеспечению занятости трудоспособного населения, повышению уровня жизни народа, развитию других сфер услуг и производства, а также сферой, представляющей историю, культуру, природу и национальные традиции.

Для развития этой сферы в стране сформированы все необходимые нормативно-правовые основы, кроме того, также осуществляются стимулирующие меры.

В частности импорт оборудования и строительного материала для туристической инфраструктуры освобожден от таможенных пошлин и налогов, туристические компании в течение 5 лет своей деятельности также освобождены от выплаты налога на прибыль.

Следует отметить, что в последние годы в Таджикистане внедрена упрощенная визовая система для граждан 80 стран мира, запущена единая электронная сеть.

По оценкам влиятельных международных организаций, в настоящее время Таджикистан в плане упрощенной системы выдачи туристических виз в числе 5 передовых стран мира занимает 4 место.

Но уровень выполнения работ в направлении развития туристической сферы, в частности создания туристических объектов и повышения качества обслуживания оставляет желать лучшего.

Благоприятные природные условия и климат Таджикистана предоставляют отличные возможности для организации современного обслуживания туристов и развития различных видов туризма по всей стране.

Нужно только, чтобы была создана современная инфраструктура и обеспечено качественное обслуживание на должном уровне.

В настоящее время законодательством страны срок регистрации граждан государств, имеющих с Республикой Таджикистан единую визовую систему, определено до 3 дней.

Опыт и анализ показывают, что данный срок для иностранных граждан недостаточен.

Поэтому Правительству страны поручается принять соответствующее постановление о продлении до 10 рабочих дней срок регистрации в органах внутренних дел.

Процесс выдачи виз без создания соответствующих инфраструктур на государственной границе страны невозможен.

Поэтому все приграничные пункты Республики Таджикистан должны быть подключены к единой сети, а единая система управления должна постоянно совершенствоваться.

Поэтому Правительство страны обязуется в течение 2 месяцев решить данный вопрос.

Комитету по развитию туризма поручается предпринять необходимые меры для развития различных видов туризма, создания необходимой инфраструктуры, подготовки информационного материала и новых маршрутов в различных уголках страны, а также совершенствования законодательства, координирующего деятельность сферы, подготовить и представить на рассмотрение Правительства страны проект Стратегии развития туризма на период до 2030 года.

Одна из задач, требующая своего решения и необходимая для развития туризма в стране, это повышение уровня и качества пассажирского обслуживания со стороны Государственной авиакомпании «Таджик-Эйр» и Государственного унитарного предприятия «Рохи охани Точикистон».

Старение технического парка, несовершенство системы управления и трудное финансовое положение препятствуют развитию упомянутой сферы.

Для того, чтобы обеспечить техническое восстановление названных компаний и предприятий и тем самым поднять уровень и качество обслуживания пассажиров, считаю необходимым полностью освободить от выплаты таможенной пошлины и налога на добавленную стоимость ввоз самолетов, локомотивов и современных пассажирских вагонов.

Вместе с тем Правительству страны поручается, для того, чтобы повысить конкурентоспособность Государственной компании «Таджик Эйр», разработать и реализовать специальную программу поддержки.

С целью развития сферы туризма, достойного представления туристических возможностей страны и национальной культуры на международной арене, а также привлечения инвестиций в туристическую инфраструктуру предлагаю объявить 2018 год в стране Годом развития туризма и народных ремесел.

В этом процессе Правительству страны необходимо для развития народных ремесел через Фонд поддержки предпринимательства широко практиковать выдачу льготных кредитов предпринимателям и ремесленникам.

А также с целью стимулирования населения в деле производства потребительских товаров на дому и развития народных ремесел с первого января 2018 года освободить реализацию таких товаров от выплаты всех видов налогов.

Напомню, что совершенствование системы государственного управления и предложение качественных услуг считается важным направлением экономических реформ.

Успешное решение вопросов дальнейшего развития страны, прежде всего, связано с эффективной деятельностью системы управления, повышением ответственности государственных служащих, устранением искусственных препятствий и обеспечением прозрачности деятельности государственных органов.

Поэтому Правительство страны должно последовательно продолжать работу в направлении усовершенствования государственной системы управления, разрабатывать и реализовывать основы стратегического планирования на центральных и местных уровнях управления.

Уважаемые депутаты!

Показатели развития человеческого потенциала состоят из 3-х основных направлений – доступа к учебе, здравоохранению и долгожительству и достойного уровня жизни.

Для улучшения состояния по данным направлениям Правительство реализует государственные программы и дополнительные меры, и за последние два года добилось зримых достижений.

Особенно мы придаем серьезное значение сфере науки и образования и в этом направлении последовательно проводим реформы и реорганизацию.

В 2017 году за счет всех источников для строительства и восстановления образовательных учреждений было потрачено 400 миллионов сомони и создано 24 тыс. посадочных мест.

В 2018 году этот процесс будет продолжаться, средства госбюджета и инвестиционных проектов будут направляться в этом направлении.

Также Постановлением Правительства страны принята «Государственная программа по обеспечению общеобразовательных учреждений республики предметными кабинетами и оснащёнными учебными лабораториями на 2018-2020 годы».

Показатели степени учебы подтверждают, что грамотность среди взрослого населения и число граждан охваченных начальным, средним и высшим профессиональным образованием во много крат повысились.

Согласно опроса, проведенного авторитетными международными организациями касательно развивающихся стран, в 2017 году Таджикистан по 4 показателям: доступа к образованию, качества образования, инвестирования и конкурентоспособности человеческого потенциала среди 101 страны мира занял 54 место.

По данному исследованию, Таджикистан в пространстве СНГ занимает одно из первых мест.

Конечно, это хорошее достижение, но мы не должны останавливаться на этом и снизить своё внимание к этой жизненно важной сфере.

Наоборот, нам необходимо прилагать больше усилий и отдавать предпочтение вопросу образования и воспитания, повышению уровня и улучшения качества обучения на всех ступенях, использовать все возможности для обеспечения качественного обучения, укреплять материально-технические базы учебных заведений и налаживать их эффективную деятельность.

Для этого мы должны приблизить показатели обеспечения качества на всех уровнях обучения мировым стандартам, развивать сотрудничество общеобразовательных и высших профессиональных учреждений с субъектами рынка труда, улучшить степень развития национальной инновации и показатели освоения информационных и коммуникационных технологий.

Потому, что подготовка будущих специалистов зависит от этих факторов и дает возможность, чтобы мы достигли больших результатов в сфере образования.

В связи с этим Министерству образования и науки следует принять необходимые меры с целью повышения уровня и качества знаний школьников и студентов, изучения современных наук и иностранных языков, а также придавать первоначальное значение вопросам повышения чувства национального самосознания, патриотизма и воспитания молодого поколения страны в духе гуманизма и уважения общечеловеческих ценностей.

Человеческий капитал как мощный индикатор способствует развитию инноваций и новых технологий, и поэтому необходимо побуждать молодежь к освоению наук, реализации инновационных проектов, внедрению в производство современных технологий и исследованию цифровых вопросов экономики.

Особенно, процесс расширения и ускорения изобретательства, освоения инновационных технологий и их внедрения в отечественное производство являются одним из первоочередных задач ученых страны.

Согласно данным, из 14 тыс. ледников, зафиксированных в нашей стране, за последние 40 лет по причине потепления климата тысячи ледников исчезли, и этот процесс в последние годы стремительно продолжается.

С учетом этого положения Академии наук необходимо в своей структуре создать Центр по изучению ледников, серьезно проводить постоянный мониторинг ледников и других водных источников страны.

Вместе с тем научным учреждениям Академии необходимо продолжить работы в области биологических разновидностей, природных и подземных богатств, геологических поисков, археологии, истории и культуры таджикской нации.

В сегодняшних условиях, когда наука и технологии развиваются с космической скоростью, ученым страны необходимо во имя повышения конкурентоспособности отечественной науки проводить серьезные исследовательские и технологические работы.

Тенденция глобализации культуры превратилась в одну из мировых проблем 21 века, на этом фоне требования к уровню и качеству социальной и культурной деятельности, нравственности человека, воспитанию и формированию поколений, на которых возложено громадная задача по созданию нового общества в условиях независимости таджикской нации, все больше возрастают.

В этот важный период цели и задачи культуры в большей мере будут направляться на вопросы формирования нравственности, глубокого изучения истории и культурного наследия таджикского народа, повышения национальной гордости и чувства патриотизма, а также укрепления в сознании народа и в особенности молодежи чувства уважения к национальным ценностям и государственным символам.

Усилиями Правительства страны за последние 10 лет были созданы Национальная библиотека и Национальный музей, отреставрированы помещения большинства профессиональных театров и культурных учреждений в стране, в том числе двух академических театров в Душанбе, были построены и сданы в эксплуатацию более 20 современных оснащенных театров, дворцов и центров в различных городах и районах.

С целью подготовки кадров для сферы культуры были созданы две высших образовательных и профессиональных учреждений – Национальная консерватория и Государственный институт изобразительного искусства и дизайна, в Государственном институте культуры и искусства имени Мирзо Турсунзаде был проведен капитальный ремонт, впервые был организован государственный симфонический оркестр из 120 человек при Исполнительном аппарате Президента.

Наряду с этим за пределами страны обучились сотни специалистов сферы культуры, а часть из них уже занимается успешной деятельностью в профессиональных театрах и культурных учреждениях.

Но, несмотря на это, все еще ощущается нехватка высококвалифицированных кадров сферы культуры.

Поэтому Министерство культуры обязуется в рамках реализации «Государственной программы по подготовке специалистов сферы культуры, искусства и книгоиздания на 2018-2022 годы» устранить имеющиеся трудности.

Также нам необходимо улучшить деятельность образовательных учреждений искусств, музеев и библиотек, театров и культурных центров, больше привлекать общественность к этим учреждениям и таким образом придать серьезный импульс повышению культуры и нравственности общества, особенно молодежи, то есть будущих созидательных поколений нации, в целом развитию национальной культуры.

Уважаемые присутствующие!

Правительство страны принимая во внимания то, что здоровье народа является важнейшим условием развития страны, придает первостепенное значение вопросам, связанным с здравоохранением населения.

В течение 26 лет в стране для обеспечения населения и социальных сфер чистой и качественной питьевой водой, что является основным фактором здравоохранения, претворено в жизнь на сумму почти в 1 миллиард сомони государственных инвестиционных проектов и внешней помощи, в настоящее время в этом направлении продолжается реализация проекта на сумму 1,2 миллиардов сомони.

Реформа в сфере здравоохранения и социальной защиты продолжается неуклонно, в результате регулярного увеличения инвестиций за последние 2 года появились сотни новых лечебных учреждений, оснащенных современным оборудованием, уровень и качество медицинского обслуживания населения повышается.

Несмотря на успехи, надо сказать, что в сфере здравоохранения все еще остается ряд трудностей, требующий своевременного решения.

Наш Таджикистан обладает уникальными природными богатствами – лечебными травами и водой, среда и природа нашей страны очень благоприятны для развития фармацевтической сферы и создания санаторий в районе лечебных вод.

Но уровень использования этих возможностей и создания современных лечебных и оздоровительных структур все еще остается неудовлетворительным.

В своем Послании в прошлом году я выразил озабоченность по поводу низкого качества лекарственных препаратов и слабого развития фармацевтической промышленности.

Но положение в этом направлении все еще желает много лучшего.

В настоящее время в этой сфере функционируют 32 небольших предприятия, но они производят всего 240 наименований медицинских и лекарственных препаратов.

Другими словами, нехватка лекарств, их низкое качество и слабое развитие фармацевтической промышленности в стране вызывают большую озабоченность.

И это в то время, когда в нашей стране существуют более 3500 тыс. видов лекарственных трав и сотни источников с теплой лечебной водой.

С целью улучшения положения предлагаю с 2018 года освободить от налога от дополнительной прибыли и от таможенных пошлин ввоз новейших технологий для фармацевтических предприятий и современного оборудования диагностики и лечения.

Мы всегда держим в поле зрения процесс оздоровления инвалидов, социальную поддержку ранимых слоев общества, в частности сирот и бездомных детей, малоимущих семей и их доступ к медицинскому и социальному обслуживанию, в этом направлении претворяется в жизнь ряд своевременных мер.

К примеру, ежегодные финансовые вложения в детские дома – интернаты, дома инвалидов и престарелых на каждого соответствуют в размере 21 тыс. сомони, а в детских домах на каждого ребенка 15 тыс. сомони.

Для школ интернатов системы образования страны на каждого ученика в течении года из государственного бюджета в среднем затрачивается 7 тыс. 500 сомони.

Но вопросы, касающиеся подготовки кадров сферы социальной защиты, внедрения инновационных форм социальной работы и обеспечения среды доступа для инвалидов требует улучшения.

Поэтому министерствам здравоохранения и социальной защиты, труда, миграции и занятости населения, образования и науки поручается предпринять необходимые меры для устранения имеющихся трудностей и исправления положения.

Правительство страны придает особое значение занятости и созданию новых рабочих мест, и в этом направлении осуществляет несколько государственных программ.

В 2017 году были созданы 135 тыс. постоянных, временных и сезонных рабочих мест, но это не может решить трудностей по устранению нехватки рабочих мест в стране.

Поэтому мы должны в сотрудничестве с отечественными предпринимателями и посредством все большего привлечения внутренних и внешних инвестиций, в том числе прямых, усилить строительство малых и средних предприятий и освоение новых земель, что является важным фактором создания новых рабочих мест в стране.

В связи с этим Правительство обязуется принять неотложные меры для создания малых и средних предприятий, и в течение 2018 года создать 110 тыс. постоянных рабочих мест, особенно для женщин и молодежи.

Вместе с тем, министерствам труда, миграции и занятости населения, промышленности и новых технологий, образования и науки, комитетов по делам молодежи и спорта, женщин и семьи, развитию туризма, исполнительным органам государственной власти областей, городов и районов необходимо изучить вопрос занятости членов каждой семьи в стране и обеспечить их привлечение в сферу сельского хозяйства, надомному труду, кустарному производству, народным ремеслам, а также временным работам и обслуживанию.

Наряду с этим необходимо организовать обучение взрослых профессиям, и на основе общего, начального, среднего, высшего и профессионального учреждений создать центры по обучению профессиям.

Принимая во внимание созидательный вклад молодежи в стране 2017-й год мы объявили Годом молодежи.

Этот шаг сыграл заметную роль в реализации государственной политики по поддержанию молодежи.

Данная инициатива придала серьезный импульс повышению чувства патриотизма, формированию мышления молодежи в духе национальной гордости, самосознания и самопознания.

Отрадно, что наши самоотверженные молодые люди в качестве созидательной силы принимают активное участие в важных государственных и общественных кампаниях, вносят достойный вклад в дело благоустройства и созидания в стране.

На этом фоне, очень важно чтобы в дальнейшем сама молодежь выступала инициатором созидательных начинаний в стране, своевременно представляла свои научные и творческие достижения, боролась с проявлением нежелательных явлений, не теряла политическую бдительность и всегда была готовой к защите безопасности общества и государства, чтила историю и культуру нашего народа и содействовала дальнейшему продвижению вперед нашей любимой родины – Таджикистана.

Забота Правительства о молодом поколении не ограничивается только Годом молодежи. Наоборот, решение вопросов, связанных с молодежью и впредь будет составлять важнейшее направление нашей деятельности.

Мы должны придавать большее значение массовости спорта, пропаганде здорового образа жизни и неуклонному развитию физической культуры в стране.

Спорт как посол мира считается лучшим средством представления государства и нации на международной арене. В этом году таджикские спортсмены участвовали во многих региональных и мировых соревнованиях, поднимали славу и честь нашей любимой родины, их достижения являются лучшим подарком Году молодежи.

Хотя, с 2011-го по 2016 год были построены 1400 новых спортивных объектов, и отреставрировано 1100, мы должны и в дальнейшем придавать серьезное внимание строительству спортивных площадок и залов и инфраструктурному развитию этой сферы.

В этом году только в Душанбе были созданы 75 больших и малых стадионов и спортивных центров, во многих скверах и парках отдыха созданы специальные места для физических упражнений, что способствует массовости спорта и пропаганде здорового образа жизни среди подростков, юношей и девушек.

Кроме того, руководство города Душанбе намерено в 2018 году построить в столице для подростков и молодежи еще 90 спортивных площадок и скверов, и сдать до празднования независимости.

В рамках этой инициативы руководству ГБАО, Согдийской и Хатлонской областей, председателям городов и районов республиканского подчинения поручается разработать план мероприятий и направить все возможности до празднования 30-летия независимости с целью расширения массовости спорта, пропаганды здорового образа жизни и развития физической культуры.

Необходимо в центрах областей, поселков и селений, населенных пунктов вместе с предпринимателями, меценатами продолжить создание парков и сквер, центров отдыха, спортивных площадок и залов и проводить другие работы по благоустройству мест жительства.

Уважаемые присутствующие!

Наша страна избрала путь строительства правового общества, одной из главных идей которой является обеспечение верховенства закона и защиты прав и свобод человека и граждан.

Данный принцип обязывает, чтобы общественные отношения во всех сферах регулировались посредством законов, отвечающих нормам морали, справедливости и гуманизма.

Одним из важных шагов в этом направлении является введение изменений и дополнений в Закон Республики Таджикистан «Об упорядочении традиций, торжеств и обрядов в Республике Таджикистан» и шести других законов и нормативно правовых документов, что было поддержано жителями страны.

Совершенно ясно, что создание правового климата в обществе является первостепенной задачей правового государства.

Для претворения этой цели необходимы безопасность и правопорядок. Ибо, безопасность и стабильность считаются основой развития государства.

Отсюда обеспечение безопасности в мировом сообществе является одной из краеугольных задач.

В уходящем году мы стали свидетелями совершения ужасающих террористических актов в ряде стран Азии, Африки, Европы и Америки, почти не проходит дня, чтобы в той или иной точке планеты люди не становились жертвами террористов.

Несмотря на такое положение на международной арене до сих пор нет единого определения понятий «терроризм» и «террорист», что способствует использованию двухстандартных норм, их двусмысленности и разночтению.

Мы всегда должны имеет ввиду, что терроризм и террористов нельзя разделять на своих и чужих, злейших или мстящих, хороших или плохих. Наоборот, как я не раз подчеркивал, террорист не имеет ни родины, ни религии, ни веры и нации.

Терроризм имеет громадную опасность для стабильности и безопасности всей планеты.

Угрозы современного мира, ситуация на Среднем Востоке, в особенности ситуация в соседнем Афганистане вынуждают нас придавать первоначальное значение вопросу национальной безопасности.

Особенно, появление на территории этой страны так называемой террористической организации «Исламское государство» и в которую входят некоторые граждане стран СНГ, еще больше осложнили ситуацию и стали причиной озабоченности соседних государств.

Таджикистан, который имеет протяженную границу с Афганистаном, не может быть безучастным к этому вопросу.

Сегодняшняя ситуация на границе с Афганистаном вынуждает нас обращать еще большее внимание на этот вопрос.

Другая проблема, связанная с Афганистаном, это незаконный оборот наркотических средств.

Всем известно, что незаконный оборот наркотических средств считается одним из главных источников финансирования международного терроризма и беспорядков в мире.

Согласно официальным данным ООН, в этом году площадь их выращивания увеличилась на 63 процента и достигла 328 тыс. гектаров. Предвидится, что производство наркотических средств будет доведено до 9 тыс. тонн и будут совершаться попытки перевозок определенной части этого убийственного урожая и через нашу страну.

Начиная с 1994 года по сей день со стороны органов правопорядка и военных структур Таджикистана было изъято 121 тонн наркотических средств, в том числе более 34 тонн героина, такое количество наркотических веществ могло бы загубить жизни 53 миллионов человек и сделать несчастными многие семьи.

Несмотря на это, Агентству по контролю за наркотиками и другим структурам и органам необходимо усилить борьбу против наркотических веществ и принять дополнительные меры в этом направлении.

В сложных условиях современного мира военнослужащие Вооруженных Сил и работники правоохранительных органов обязаны быть всегда готовыми для защиты границ нашего суверенного государства, защиты политической стабильности, законности и правопорядка.

Мы полностью доверяем мужественным сыновьям народа – защитникам нашей любимой родины и гордимся ими.

Наряду с этим Правительству страны поручается с учетом сложности ситуации в сегодняшнем мире, принять необходимые меры для создания благоприятных условий жизни военнослужащих, укрепления материально-технических основ Пограничных войск и других подразделений Вооруженных Сил, создания современной инфраструктуры защиты границ, обеспечения упомянутых структур и органов высококвалифицированными военными кадрами.

Мы постоянно призываем государственные структуры и органы и общественность усилить борьбу с коррупцией, ибо несмотря на предпринятые в этом направлении мер Правительства все еще немало случаев коррупционных действий.

В 2017 году по сравнению с 2016 годом увеличилось количество преступлений, имеющих коррупционный характер, со стороны государственных служащих, работников правоохранительных органов и военных структур.

В частности, больше всего зарегистрировано совершение подобных преступлений со стороны работников министерств образования и науки, здравоохранения, труда, миграции и занятости населения, Государственного комитета по землеустройству и геодезии, Налогового комитета, Комитета по делам молодежи и спорта, судов и банков.

Совершение коррупционных преступлений в местных исполнительных органах государственной власти также имеет тенденцию к росту и по сравнению с 2016 годом увеличилось на 25 процентов.

Поэтому, руководителям министерств и ведомств, в особенности органов правопорядка, местных исполнительных органов государственной власти, поселкового и сельского самоуправления необходимо практиковать выбор и расстановку кадров только на конкурсной основе и принять необходимые меры для очищения своих рядов от случайных людей, неукоснительного соблюдения Кодекса этики госслужащих и внедрения эффективных методов внутреннего контроля.

Другая серьезная задача, которая должна быть в центре нашего постоянного внимания, это предотвращение коррупционных факторов в сфере землепользования.

С целью удовлетворения нужд населения в период независимости гражданам в виде придворных участков было выделено более 130 тыс. гектаров земли, в том числе 27 тыс. гектаров пахотных.

Но все еще не устранены случаи незаконного распределения земли, распродажи и самовольного его захвата.

Только в течение более 10 лет было раскрыто почти 1300 преступлений касательно земли, имеющих коррупционный характер.

Поэтому, Генеральной прокуратуре, Агентству по государственному финансовому контролю и борьбе с коррупцией, Государственному комитету по землеустройству и геодезии поручается совместно с другими органами принять решительные меры для своевременного выявления и предотвращения преступлений и нарушений закона касательно земель, в особенности коррупционных преступлений в этом направлений.

Уважаемые члены Маджлиси милли и депутаты Маджлиси намояндагон!
Уважаемые соотечественники!

Суверенный Таджикистан в настоящее время благодаря самоотверженному труду нашего славного и благородного народа вступил в свой новый этап развития.

Мир и спокойствие, политическая стабильность, национальное единство нашего народа позволили, чтобы мы коренным образом изменили русло развития национальной экономики, приняли новые государственные программы, укрепили государственную систему, основанную на принципах социальной справедливости, запустили новые производственные мощности, добились обеспечения во все времена года жителей страны электроэнергией, создали благоприятные условия и основу для дальнейшего развития жизненно важных сфер нашей страны.

Эти достижения стали возможными благодаря усилиям каждого жителя страны, в том числе земледельцев и рабочих, специалистов всех сфер, инженеров, учителей, представителей творческой интеллигенции, гражданского общества, руководителей и ответственных лиц во всех государственных структурах, что еще раз свидетельствует о твердой воле, трудолюбии и высоком патриотическом чувстве всех граждан нашего священного и любимого Таджикистана.

Вместе с тем, хочу особо подчеркнуть, что несмотря на достигнутые успехи и продвижение вперед, перед нами все еще стоят трудности и множество задач, требующие своего решения.

Важнейшая задача народных депутатов, членов Правительства, руководителей всех министерств и ведомств, областей, городов и районов, организаций и учреждений, всех государственных служащих, молодежи и женщин, интеллигенции, всех жителей страны от мало до велика состоит в том, чтобы и в дальнейшем направлять свои усилия, прежде всего, на защиту мира и спокойствия, политической стабильности и национального единства в стране.

Другими словами мы обязаны еще больше трудиться во имя решения наших стратегических национальных ценностей – обеспечения энергетической независимости и эффективного использования электроэнергии, вывода Таджикистана из коммуникационного тупика и превращения его в транзитную страну, защиты продовольственной независимости и доступа населения к высококачественным продуктам, благоустраивать и украшать нашу землю до самых до окраин, строить новые предприятия, создавать новые рабочие места для жителей страны и все больше поднимать и улучшать уровень и качество жизни нашего народа.

Ибо, благородный народ Таджикистана имеет моральное право на достойную жизнь.

Достичь поставленные перед собой цели и обеспечить реализацию принятых планов и программ мы можем благодаря терпению, твердой воле, нерушимому единству, общих усилий, самоотверженного труда, высокой ответственности и созидательных инициатив.

Несколько дней тому назад я подписал Указ Президента Республики Таджикистан о праздновании 30-летия Государственной независимости Республики Таджикистан и поручил Правительству подготовить постановление и план мероприятий в связи с этой знаменательной датой.

Правительству и местным исполнительным органам государственной власти поручается с большой ответственностью и с высоким чувством патриотизма отнестись к разработке проекта постановления Правительства и плана мероприятий, и придать первоначальное значение строительству объектов народного образования, здравоохранения, культуры и других социальных учреждений, дорог, производственных предприятий, в особенности благоустройству по месту жительства, улиц, скверов и площадей и другим созидательным работам.

Наряду с этим вся интеллигенция страны, ученые, молодежь и женщины, руководители научных и культурных учреждений, прежде всего, Министерства культуры, Академия наук, Комитета по телевидению и радиовещанию должны внести свой вклад в дело широкого разъяснения сущности независимости и свободы, основ государственности и национальных ценностей и широко освещать наши священные национальные ценности, и как можно шире доводить до сознания каждого жителя страны, особенно молодежи значимость и значение независимости и суверенности.

Я глубоко верю в созидательную силу своего дорогого народа и могу с уверенностью заявить, что уже в ближайшем будущем, мы общими усилиями и своим самоотверженном трудом устраним те трудности, которые сегодня имеются в жизни нашего государства и общества и создадим еще более достойную жизнь для нашего народа.

От всего сердца желаю вам – народные депутаты, дорогие присутствующие и всему славному народу Таджикистана доброго здоровья, благополучия, достатка в домах и новых свершений во имя нашей любимой Родины и наших будущих поколений!

Вечного мира, счастья и благополучия вам, дорогие соотечественники!

Ҳамватанони азиз!

Ҳамаи шуморо ба ифтихори Рӯзи забони давлатӣ, яъне забони шоиронаву шевои тоҷикӣ, ки онро султони суханварони Аҷам устод Рӯдакӣ «тараббахши рӯҳу фараҳафзои ҷон» номидааст, самимона табрик мегӯям.

Забони тоҷикӣ мероси бузурги ниёгони некноми мо бо вуҷуди мушкилоту монеаҳои зиёд ҳамчун риштаи пайванди насл ба насли миллат аз ҳазорсолаҳои дур то давлати соҳибистиқлоли тоҷикон омада расидааст ва решаҳои умри миллатамонро оби ҳаётбахш додааст.

Бинобар ин, арҷгузорӣ ба забони давлатӣ, ки ҳамчун рукни муҳимтарини ҳастии миллат, пойдевори асосии давлатдорӣ ва фарҳангу маънавиёти халқамон нақши барҷаста дорад, вазифаи инсониву виҷдонии ҳар як фарди бонангу номус ба ҳисоб меравад.

Забони давлатӣ, дар ҳақиқат, таҷассумгари таърихи пуршебу фарози миллати бостонии тоҷик мебошад.

Маҳз ба ҳамин хотир, мо забонро мисли истиқлолият, Ватан, Модар ва фарҳанг аз ҷумлаи муқаддасоти миллии худ мешуморем ва онро азизу гиромӣ медорем.

Воқеан, ҳувияти миллӣ, фарҳанг ва ойину суннатҳои мардуми бостонии мо дар ҳама давру замонҳо тавассути забон ҳифз мегардад.

Забон, инчунин, воситаи муқтадири сарҷамъии миллат ва ҳамаи онҳоест, ки дар гӯшаҳои гуногуни олам ҳастии ин сарвати бебаҳоро пос медоранд.

Таърих бисёр мисолҳоро медонад, ки дар баробари аз байн рафтани забон миллат низ аз байн меравад.

Яъне бақои забон бақои миллат ва фанои забон фанои миллат аст.

Ёдгориҳои тамаддуни чандинҳазорсолаи ориёӣ маҳз ба воситаи забони шево ва пурғановати тоҷикӣ ва қаринаҳои бостониву аҳди миёнаи он то замони мо расида, дастраси оламиён гардидаанд, ки ин ҳам боиси ифтихори ворисони ин тамаддуни қадима ва ҳам масъулияти бузурги онҳо дар назди гузашта ва имрӯзу оянда мебошад.

Тоҷикон дар миёни халқу миллатҳои сершумори олам аз ҷумлаи мардумони соҳибтамаддуне мебошанд, ки забони чандинҳазорсоларо маҳфуз доштаанд, шеъри оламгири Рӯдакӣ, Фирдавсӣ, Носири Хусрав, Саноӣ, Ҷалолиддини Балхӣ ва садҳо шоирону адибони гузаштаро имрӯз низ озодона мефаҳманд ва дар гуфтугӯи ҳаррӯзаашон истифода мекунанд.

Забони тоҷикӣ бо дарназардошти собиқаи тӯлонии таърихӣ ва захираи бузурги луғавӣ ва дар мақоми забони давлатӣ дар асри ҷаҳонишавӣ низ метавонад иқтидори пешинаи худро ҳифз намояд.

Аз ин рӯ, ба муҳаққиқони забоншинос, зиёиён ва умуман, ҳар шахсе, ки тақдири забон барояш азиз мебошад, зарур аст, ки забони тоҷикиро ҳамчун забони дорои таърих ва осори беназир аз сели вожаҳои иқтибосӣ, ки имрӯз тавассути технологияҳои навин ва молу маҳсулоти хориҷӣ ба тамоми забонҳо ворид шуда истодаанд, ҳифз намоянд ва дар поку беолоиш нигоҳ доштану ба наслҳои оянда ба мерос гузоштани он саҳми ватандӯстонаи худро гузоранд.

Зеро ворид шудани вожаҳои иқтибосӣ боиси маҳдуд гардидани муҳиту майдони истифодаи калимаҳои худӣ, камранг шудани симои миллии забони давлатии мо ва коҳиш ёфтани фасоҳату балоғати он мегардад.

Дар баробари ин, хотирнишон месозам, ки бо пешрафти илму техника ва технология забон низ бояд рушд кунад.

Яъне забони давлатӣ бо ҳифзи асолат ва чеҳраи миллии худ бояд ҳамқадами замони муосир бошад.

Ҳамзамон бо ин, таъкид менамоям, ки ҳифз намудану гиромӣ доштани суннатҳои ниёгон, аз ҷумла фарҳанги миллӣ, ки забон ва либоси миллӣ, инчунин, номгузорӣ ба фарзандон ва эҳёи номҳои ҷуғрофӣ, ки ойинаи таърихи халқу кишварамон ва василаи пайванди имрӯз бо гузашта мебошанд, бояд ба одати ҳаррӯзаи мо табдил ёбад.

Дар ин раванд, зарур аст, ки ба масъалаи сайқал додани фарҳанги муошират бо забони давлатӣ, аз ҳар гуна унсурҳои ғайри қобили қабул поку бегазанд нигоҳ доштани он, инчунин, дар қалбу зеҳни наврасону ҷавонон бедор намудани ҳисси эҳтиром ба забони модарӣ аз ҷумлаи вазифаҳои муҳимтарин ва доимии ҳар шахси соҳибватан мебошад.

Боиси ифтихор аст, ки мардуми хирадманду фарҳангдӯсти мо забони модарии хешро ҳамеша гиромӣ дошта, онро дар баробари дигар муқаддасоти миллӣ, хотираи таърихӣ ва нангу номус ҳифз мекунанд.

Итминон дорам, ки ин амал чун ҷузъи муҳимтарини зиндагии ҳаррӯзаи афроди миллат дар оянда низ вусъат пайдо хоҳад кард.

Бори дигар ҳамаи шумо, ҳамватанони азизро ба ифтихори Рӯзи забони давлатӣ самимона табрик гуфта, ба ҳар фарди Ватан сарбаландиву хонаободӣ ва ба забони ширину шоиронаи тоҷикӣ ҳамчун забони давлати соҳибистиқлоли тоҷикон умри ҷовидон орзу менамоям.
